MINUTES OF THE ENVIRONMENT AND AMENITIES COMMITTEE

Held on Thursday, 24 April 2025 at 11.15 am at the

Church Hall, Church Lane, Chapel St Leonards, PE24 5UJ

 

Present:  Cllr P. Robinson (Chair), Cllr S. Whitmore, Cllr D. Wilson, Cllr C. Briggs and Cllr P. Hamilton

EA01/04-25    Chair’s Welcome

Cllr P. Robinson (Chair) welcomed everyone present at the meeting and thanked them all for attending.

EA02/04-25    Apologies for absence

None received.

EA03/04-25    Declaration of pecuniary interests not already registered and to consider any dispensation.

None received.

EA04/05-25    To receive and approve the draft minutes of the Environment and Amenities Committee Meeting held on 24 April 2025.

The minutes were approved unanimously by the Environment and Amenities and signed by Cllr P. Robinson (Chair).

EA05/05-25    Goal Posts Update.

It was RESOLVED that the Clerk will order the goal posts.

EA06/05-25    Quotes for white posts update.

Having inspected the posts it was felt that new fencing would be better.  The posts are rusty and will pose a health and safety hazard.  It was RESOLVED that the Clerk will get quotes from companies to replace the whole fencing.

EA07/05-25    Amphitheatre

The operatives have cleared the 5 curves. The plants have been agreed and will be ordered.  This should come out of S106 money. The wall needs painting and sealing.  Cllr D. Wilson will get a quote next week for the concrete plastering and painting by local businesses.  The Clerk will get quotes for three benches.

EA08/05-25    Graffiti – container update

The container has been removed. The area needs strimming and clearing. A handrail is needed on one side.  Seats to be made from decking board.  This will be ideal for people to sit and look at the view

EA09/05-25    Mobility Scooter Park

There was a discussion about where the mobility scooter park being sited near the Ancaster Road car park.  This had been raised before and enquiries made.  It was suggested that this will be a future subject as the admin is not to full strength.  It was agreed to discuss this in future.

EA10/05-25    Discussion regarding toilets on Trunch Lane and Sandfield.

Trunch Lane toilets cost money to keep them open as people were holding the door open and not paying the fee.  It was agreed not to open the toilets due to vandalism and to get a valuation.  It was RESOLVED to take this to the full council meeting.

Sandfield toilets require a valuation.  This will also be taken to the full council meeting for future discussion.

EA11/05-25    Disability benches around village. Cllr D. Wilson to report.

Cllr Wilson pointed out the need for rest benches around the village

EA12/05-25    New leisure benches around village.

Cllr D. Wilson discussed the need for 6 benches around the village.

EA13/05-25    Mobility scooter storage.

EA14/05-25   Exercise gym in playpark.

Clerk to get quotes for exercise gym.  It was suggested picnic benches in the park multi coloured.  These were discussed for a future admin task when there would be more help in the office.

EA15/05-25   Emergency planning – rest centres.

To consider rest centres. Village Hall was one suggestion.  It was suggested that this discussion is for the forum with Cllr C. Jude and Cllr G. Ward present.

EA16/05-25   Date and time of next Environment & Amenities Committee Meeting.
