CHAPEL ST LEONARDS PARISH COUNCIL

MINUTES OF THE FULL COUNCIL MEETING

Held on Monday, 8 December 2025 at 7.00pm at the Chapel St Leonards Church Hall, Church Lane, Chapel St Leonards, PE24 5QW

Present:  Cllr P. Robinson (Chairman), Cllr C. Jude (Vice Chairman), Cllr C.   Briggs, and    

                Cllr P. Hamilton.

At 6.45pm mince pies and tea/coffee was served to members of the public and Councillors.

Chairman’s Welcome

Cllr P. Robinson (Chairman) welcomed everyone present to the meeting and thanked them for attending. She stated that there will be a 15-minute public participation, and we will try to answer on the night but if not, we will get back to you. We will treat you with respect and expect the same in return.  There are no District or County Councillors here tonight.

A member of the public queried the outgoings and incomings finance list, and the Clerk explained these to her.

Another member of public asked for an update on the village hall roof.  The Chairman, Cllr P. Robinson stated that that she was disappointed at the content on social media regarding this.  The village Hall is for the community and the end goal is to get the roof fixed.  There will be a statement issued tomorrow from the Chairman of the village hall.

Cllr P. Robinson (Chairman) was complimented for all the work she has done for the community.

There was another query regarding a rubbish bin’s disappearance, but the Clerk reassured that this would be replaced.

The Council Operatives were complimented for doing a ‘sterling job’ keeping the village tidy.

There was a suggestion of residents’ Christmas lights competition as well as a Christmas lights competition for local businesses.  A member of Public stated that this would generate a lot of work and hadn’t been successful in previous years.

FC/01/12-25     Chairman’s Welcome.

Cllr P. Robinson (Chairman) welcomed all present to the meeting.

FC/02/12-25     Apologies for Absence.

Cllr G. Ward with valid reason and D Cllr Roger Dawson.

FC/03/12-25     To receive Declarations of Interest in agenda items under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

None received.

FC/04/12-25     To receive and approve the draft minutes of the Full Council Meeting held on 10 November 2025.

Cllr C. Briggs proposed and Cllr C. Jude seconded the motion to approve the minutes and the Chairman, Cllr P. Robinson signed them.

FC/05/12-25     Chairman’s Report.

  1. Resignation

Cllr S. Whitmore has resigned her post as Councillor of the Chapel St Leonards Parish Council.The Chairman wished it to be on record that she had been a very hard-working Councillor, and we wish to thank her for all the work she has achieved while being part of the Chapel St Leonards Parish Council and all the best for the future.

  1. Remembrance Services

Wreaths were laid at the Church and on the Village Green.The village green service was very well attended with about 100 people.This was joint with the Church and Chapel St Leonards Parish Council.

Dame Andrea Jenkins wanted to attend a local service and came to Chapel St Leonards.The Chairman, Cllr P. Robinson talked to her at great length about Chapel and told her that it was a caring community, and Andrea Jenkins said she felt the community spirit also.

  1. Christmas Lights Switch On

The school children arrived at 4.30pm and sang carols around the tree. DJ Blakey who is 11 years old provided the music.There was tombola, mulled wine and mince pies. Santa and the Grinch.Chapel Belles sang whilst the children queued to see Santa and Elf.We also had the Grinch this year. It all went very well. ‘Thank you’ to all who made this event a success.

  1. Winners of Business Lights Competition

Seaside Greyhounds are the winners 2025.‘Thank you’ to the judges the litter pickers and myself. We presented Seaside Greyhounds with the trophy that had been engraved. The judges were present as well.

FC/06/12-25     Cycle Hubs.

Cllr P. Robinson (Chairman), Cllr C. Briggs and Cllr P. Hamilton, attended a presentation at the Observatory on 21 November 2025.  LCC are wishing to develop the King Charles III coastal path which stretches from Skegness to Mablethorpe.  They are looking for places to position cycle hubs along the route with Chapel Point car park being an ideal location.  They will be invited to a future meeting in the New Year

FC/07/12-25     New Bus Shelters/Buggy Park

There will be two new brick-built bus shelters at Chapel St Leonards.  The Councillors met with LCC at the bus depot.

A new shelter at the bus depot is also planned and there followed a discussion regarding a buggy park at the side of the new bus shelter.

FC/08/12-25     Defibrillators.

There are two defibrillators in the village. It was RESOLVED unanimously by all members of council that the Authoriser of these will be the Council office.

FC/09/12-25     Clerk’s Report

  1. Council approval for Outgoings and Incomings for November 2025

The Clerk asked the Council for their approval for the month’s finances. This was approved unanimously. Cllr P. Robinson (Chairman) and Cllr C. Jude (Vice Chairman) both signed the month of November 2025 financial list of outgoings and incomings.

  1. Staff Training

The Clerk stated that five members of staff and one Councillor had passed the Level 3 First Aid at work course.This will be valid for three years. Well done to them.

The Clerk is awaiting a date for the Avant digger training for two operatives.

  1. S106 Monies

The Clerk announced that the Chapel St Leonards Parish Council had now received the S106 monies of £65,240.60.

We are still awaiting a work permit to start the work on the amphitheatre.

All Parish Council finances are stable.

Nothing to report currently.

FC/11/12-25     Planning – to consider new planning applications as a Statutory Consultee and to note Planning Authority decisions.

Mill Lane, Chapel St Leonards TPS, PE24 5RZ.

NGR: E 554506 N 371868 Wireless Infrastructure Group Limited are in the process of upgrading several sites in the UK.  This upgrade process will primarily involve swapping existing equipment and replacing this with similar new apparatus however, this is site specific.

FC/12/12-25     Date and Time of Next Full Council Meeting.

The next Full Council Meeting will be held on Monday, 12 January 2026 at 7.00pm.

The Full Council Meeting concluded at 7.50pm.
