MINUTES OF THE PARISH COUNCIL MEETING

Held on 9 June 2025 at 7.00pm

Present:  Cllr P. Robinson (Chairman), Cllr C. Jude (Vice Chairman), Cllr S. Whitmore, Cllr G. Ward, Cllr C. Briggs and Cllr P. Hamilton

FC/01/06-25   Chairman’s Welcome

The Chairman (Cllr P. Robinson) welcomed all present to the meeting and thanked them for coming.  The public were asked respectfully not to speak whilst the agenda items were being discussed unless asked to do so.

Amanda Green was introduced as the new member of staff in her role as Assistant Clerk. The Chairman welcomed Amanda to the team and to Chapel St Leonards Parish Council.

Public Participation

A member of public complimented the Council on how lovely Chapel St Leonards looks and how neat and tidy the areas are which is a credit to the Council.

A member of public enquired about volunteers for the coastal path.

FC/02/06-25   Apologies for absence.

FC/03/06-25   To receive declarations of interest in agenda items under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

None received.

FC/04/06-25   To receive and approve the draft minutes of the Annual Parish Council Meeting of 12 May 2025.

There was an amendment of Cllr C. Briggs initial.  The Chairman, Cllr P. Robinson duly signed the minutes after Cllr G. Ward proposed, and Cllr S. Whitmore nominated approval was unanimous by Members of Council.

FC/05/06-25   Chairman’s Report

  1. Update on thatched cottage

The Chairman had been in contact with ELDC for an update on the cottage.

It is still progressing through the process of compulsory purchase with the Land Registry and will be sold via auction when completed.

  1. Amphitheatre - planting

Many new and colourful plants have been planted along the back wall of the amphitheatre.We have received many compliments for this.

  1. Conifers on playpark

The conifers on the playpark adjacent to Wilton Avenue have grown quite high and residents have enquired about the pruning of them.

The land is owned by the Diocese of Lincoln who have conducted two surveys, and we are currently awaiting their response.

  1. Community grant applied for

We have applied for grant money from our district ward, Cllr Roger Dawson and Cllr Stephen Evans whose allowance has been doubled this year for enhancement work being undertaken around the village

FC06/06-25   Car Parking Charges

It was RESOLVED unanimously by members of council to increase parking charges:

  1. Up to 2 hours                         £2.00
  2. 2 – 4 hours                             £4.00
  3. All Day                                    £6.00
  4. Motorhomes                           £9.00

FC07/06-25   S106 Funding Update

  1. It had been resolved to replace the rails around the Village Green which have become rusty.
  2. Where the graffiti tin hut had been removed, we had resolved to have 4 brick-built pillars with seating and plants on top of the bricks.   
  3. Amphitheatre has cracked concrete slabs.  The concrete on top needs re doing.   We will be improving the area and getting it structurally sound.  We will purchase picnic tables also.
  4. We also resolved to place a bench halfway up the pullover to enable the public to rest if needed.

FC08/06-25   Clerk’s Report

  1. Update adult gym

Cllr P. Robinson, Cllr C. Jude, the Clerk and the Operative, Mark met the representative of the company who organises adult gyms at the playpark. After discussions it was decided that this would be a project for the future.

  1. Update AGAR

The Clerk stated that the Notice of Exercise of Rights is on the noticeboard and the AGAR is on the Chapel St Leonards Parish Council’s website.The AGAR has been sent to the External Auditors.

  1. Update on Monkey Challenge and Target Wall

This funding will be from the National Lottery.It will take about 6 – 8 weeks for a decision if we are successful.

  1. Update Goal Posts

These are in place in the playpark.

  1. Outgoings approval and incomings amount

Cllr P. Robinson (Chairman) signed the list of outgoings that was produced by the Clerk.All members of council received a copy.

FC10/06-25   Emergency Evacuation Forum

The Chairman highlighted this was a big responsibility.  There is a new Community Resilience Officer, Kimberley Pickett who will inform us what the expectations are and what framework.  She will make it simple and straightforward.

FC11/06-25   Councillor’s Surgery

This will be held on Tuesday, 24 June 2025 at 10.30am to 11.30am

FC12/06-25   Committee Updates

  1. Events

Cllr S. Whitmore stated that the Summer Festival preparations are proceeding well.There are 14 stalls on each day.The Programme is full.She is looking for a small roundabout ride for the children.

  1. Cemetery

There will be a training session for the cemetery mapping. One of the saplings that have been planted is not progressing.There has been an offer of 15 more saplings.

  1. Finance

Cllr George Ward was thanked for his support to the Clerk with the PAYE

  1. Environment and Amenities

S106 monies had already been discussed.

FC13/06-25   Training

Cllr P Robinson handed all councillors a training pack and asked them to look through and notify the Clerk if they were interested in any training courses that were available.

FC14/06-25   Planning – to consider new planning applications as a statutory Consultee and to note Planning Authority decisions.

None received.

FC15/06-25   Date and time of next meeting.
