MINUTES OF THE ANNUAL PARISH COUNCIL MEETING
Held on 12 May 2025 at 7.00om

Present: Cllr. P. Robinson, Cllr C. Jude, Cllr S. Whitmore, Cllr G. Ward and Cllr P. Hamilton

Following the election of the Chairman and Vice Chairman there will be a public forum for a maximum of 15 minutes when members of the public may ask questions or make short statements to the Council.
All were welcomed to the meeting.
FC/01/05-25 To elect a chairman for the ensuing year (2025/26) and to receive the Declaration of Acceptance of the Office of Chairman of Chapel St Leonards Parish Council.
Cllr P. Robinson was nominated by Cllr C. Jude and seconded by Cllr S. Whitmore. There was a unanimous show of hands from all members of council. Cllr P. Robinson was duly elected as Chairman and signed the Declaration of Acceptance of Office. The Clerk/RFO signed the Declaration.
FC/02/05-25 To elect a Vice Chairman for the ensuing year 2025/2026 and to receive the Declaration of Acceptance of Office of Vice Chairman of Chapel St Leonards Parish Council.
Cllr C. Jude was nominated by Cllr P. Robinson and seconded by Cllr G. Ward. There was a unanimous show of hands from all members of the Council. Cllr C. Jude was duly elected as Vice Chairman and signed the Declaration of Acceptance of Office. The Clerk/RFO signed the Declaration.
FC/03/05-25 Public Forum
To resolve to suspend the meeting for a maximum of 15 minutes to allow members of the public to ask questions or make short statements to the Council and to receive reports of the elected members of Lincolnshire County Council and East Lindsey District Council.
A member of the public enquired about sea defences. There was no further news at this present time. The Chairman and Vice Chairman were thanked and congratulated for being in office for another year.
A member of the public asked about hedges growing about 2 feet onto the pavements. She was advised to report this on FixMyStreet.
The Chairman asked the District Councillors if they had anything to report. They both had nothing to report but added congratulations to Cllr P. Robinson and Cllr C. Jude for being elected as Chairman and Vice Chairman. The Chairman stated that the Parish Council was not political and worked for the best interest of the community of Chapel St Leonards.

FC/04/05-25 Apologies for Absence
To receive and accept apologies where valid reasons for absence have been given to the Clerk/RFO prior to the meeting.
Apologies received from Cllr S. Briggs with valid reason.
FC/05/05-25 Declarations of Interest
To receive declarations of Interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.
None received.
FC06/05-25 Committees
To confirm Committees of the Council titles and to appoint members to serve on the Committees of the Council.
These Committees were agreed at the last closed session:

Events – Cllr S. Whitmore, Cllr P. Robinson and Cllr S. Briggs

FC07/05-25 To receive and approve the minutes of the Full Council Meeting held on 14 April 2025.
The minutes were proposed by Cllr C. Jude and seconded by Cllr G. Ward and approved unanimously by members of council and duly signed by the Chairman, Cllr P. Robinson.
FC08/05-25 Chairman’s Report
- Resignation of Cllr. D. Wilson
Cllr D. Wilson was thanked for all the work he had achieved while being a Councillor at Chapel St Leonards Parish Council.
- VE Day Celebrations.
This was a tremendously successful day.388-400 people attended.Lots of positives.
- Tuesday Club’s Easter Bonnet – judged.
This was a very good afternoon.The bonnets were all lovely.It was very hard to choose.
- Acknowledgement to Cllr Colin Davie for his past support.
The service that C Cllr Colin Davie has given for the past 20 years.There has been tremendous support.He has always been there at the end of the ‘phone.He has done his best for the community of Chapel St Leonards. It has been appreciated.
- Saunascape Launch.
This was successful and very busy. The Council was mentioned on BBC Radio Lincolnshire and thanked for their support.We were given free tickets but could not accept these.Unfortunately, cars were struggling to park as they could not park on the overflow car park.The car park is needed for the people using the beach.
FC09/05-25 PSPO – Update
Unfortunately, a previous admin error meant that we do not have a PSPO in place for Chapel St Leonards.
Mr. David Dodds at ELDC Environment informed the Council that we must wait 3 years until we can apply for this. There is a blanket order for anti-social behaviour and keeping dogs on leads along the sea wall, cemetery and playpark. Mr Dodds will send more enforcement officers to the area, and they will enforce this. Chapel St Leonards is now classed as a dog friendly beach all year round.
FC10/05-25 Well Val Car Park – Discussion Film Company
This is not the Chapel St Leonards car park. The public can still walk through as there is just a row of cars.
FC11/05-25 S106 Funding – Update
This is work in progress. We are awaiting quotes and site visits from companies.
FC12/05-25 Emergency Evacuation Forum
Cllr D. Wilson was working on the emergency evacuation. There will be an action plan in the future. Cllr C. Jude will give an update at the next Full Council Meeting.
FC13/05-25 Councillors’ Surgery – Update
Cllr G. Ward stated that he had attended and managed to sign post a member of the public in the right direction.
The next Councillors’ Surgery will be Tuesday, 27 May 2025 at 10.30am to 11.30am Cllr S. Whitmore and Cllr P. Hamilton will be attending.
D Cllr Roger Dawson left the meeting at 7.45pm.
FC14/05-25 Clerk’s Report
- AGAR
This has been completed and signed by LALC Internal Auditor, Mr. Steve Fletcher and sent to the external auditors for approval.
- Trees in playpark- playpark update
The trees are on the land belonging to the Diocese.There is a clause – 444 in the lease which states ‘not to cut down or injure any trees’.The Diocese will be employing surveyors regarding subsidence.
- List of Outgoings for Approval
The Cler/RFO gave members of council a list of outgoings for approval by Council. These were approved.
- Goal Posts
The Clerk/RFO ordered a pair of goal posts for the playpark.We are awaiting delivery.
- Cemetery Mapping
It was resolved for the cemetery training to take place on Wednesday, 18 June 2025.
FC/15/05-25 Events Committee – Update
Cllr S. Whitmore informed the council that the stage had been sorted, there were 4 acts so far, the stalls have nearly been completed. There are other acts to come. VE Day was a huge success. High winds cancelled the use of the bouncy castle. Cllr P. Robinson sat on the bucking bronco for photographs. We had good comments from the public.
Thank you to everyone that volunteered. A special thank you to Sue Parr for all her hard work.
FC/16/05-25 Cemetery Committee – Update
Fifteen saplings have been planted in the cemetery on the left side. There are:
Five – Rowan
Five - Crab-apple
Five - Hazel
They will grow about 40 feet high in many years to come.
FC/17/05-25 Finance Committee – Update
Cllr C. Jude stated that we had a very productive meeting today with NF Mutual Insurance to tie all insurances together so that we know when the renewal will be on everything insured and the same date. We are awaiting a quote.
BACS Run is going well. We are awaiting HMRC. There will be car parking and rent increases in the future.
The bank accounts stand at: £18,000 current account and £160,000 savers.
We have employed an Assistant Clerk, Amanda Green to start on 27 May 2025 for 12 hours per week.
FC/18/05-25 Environment and Amenities Committee – Update
There was a discussion regarding a bench for the pullover at Chapel St Leonards.
We will discuss the toilets at the next Full Council Meeting.
FC/19/05-25 Planning – To consider new planning applications as a statutory Consultee and to note Planning Authority decisions and receive updates on previous applications consulted on.
FC/20/05-25 Planning Permission – extensions and alterations to existing dwelling to provide additional living accommodation. APPLICANT: Ms Hayley Carol LOCATION: Jesmond, 21 Anderby Road, Chapel St Leonards, Lincolnshire, PE24 5XA
Application reference: 02152/25/FUL
No objection.

FC/21/05-25 Date and time of next Full Council Meeting.
