MINUTES OF THE FULL COUNCIL MEETING
Held on 13 October 2025 AT 7.00pm
Present: Cllr P. Robinson (Chairman), Cllr C. Jude (Vice Chairman), Cllr P. Hamilton, Cllr C. Briggs, Cllr G. Ward

Chairman’s Welcome
Cllr P. Robinson (Chairman) welcomed everyone present to the meeting and thanked them for attending. She also welcomed Anita Grieves of the Twinning Association and invited her to speak about the Association and the French town Chapel St Leonards is twinned with Cerans-Foulletourte, a town in the Sarthe department of the Pays de la Loire northwestern France.
Anita thanked Cllr P. Robinson for inviting her to speak at the meeting.
Anita explained that she had been a Councillor and a local resident. She moved to Chapel 46 years ago. There are many towns in Lincolnshire twinned with French villages such as Lough and Alford. She spoke about Cerans-Foulletourte as a ‘beautiful place to visit’. There is a junior school, outdoor pool and a village square. Five people visit from Chapel and five people visit from Cerans-Foulletourte for 2 or 3 nights. We are treated like royalty. The population is warm and welcoming. We have trips to museums, meals out from chicken and chips to silver service, a fabulous time. We travel by aeroplane now where it used to be by coach. We entertain people when they come to Chapel. We hire coaches, taxis and they stay in people’s homes.
The Association was originated by the Council, but it was thought that Councillors might be using funds for their own benefit. The Association is self-funding. The money is raised by tombola’s, carnivals, car boots etc. The Association was founded in 1996.
Anita stated that there are about 20 people in the group, and she would like people to join. She informed everyone that there is a street named Chapel St Leonards in Cerans-Foulletourte.
Anita had books of recent and older photographs and a copy of the Charter and asked the Chairman, Cllr Pam Robinson if she could leave them with the Council so that they could look through them and return them when they had finished. The Chairman was pleased at this suggestion and thanked Anita for speaking at the meeting.
Anita Grieves left the meeting at 7.15pm as she had another meeting to attend.
FC/01/10-25 Chairman’s Welcome
Cllr P. Robinson (Chairman) welcomed all present to the meeting and thanked them for attending. She stated that the Parish Council will treat everyone with respect and expect the same in return.
FC/02/10-25 Apologies for Absence.
Cllr S. Whitmore and D Cllr Roger Dawson with valid reason.
FC/03/10-25 To receive Declarations of Interest in agenda items under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.
None received.
FC/04/10-25 To receive and approve the draft minutes of the Full Council Meeting held on 13 October 2025.
Cllr C. Jude proposed, and Cllr G. Ward seconded, and the minutes were unanimously approved and signed by Cllr P. Robinson (Chairman).
FC/05/10-25 War Memorial Request from the PCC
Cllr P. Robinson stated that there had been a request from the Parochial Church for the Chapel St Leonards Parish Council to pay half of the fee for renewing the letters on the war memorial in the churchyard. The fee would be £600.00 so therefore, the amount would be £300.00 for each to pay. Cllr C. Briggs proposed, and Cllr G. Ward seconded the proposal. There was a show of hands from all members of council. It was RESOLVED that the Parish Council should pay half of the fees.
FC/06/10-25 Chairman’s Report
- Meeting with County Councillor Danny Brookes.
Cllr P. Robinson (Chairman) stated that she showed C Cllr Danny Brookes around Chapel Village and pointed out roads and pavements that needed work on.Church Lane is falling into the water on a slope.C Cllr Danny Brookes will arrange a highways’ inspection will be arranged.
- Update on Planned Work for the Village.
The railings around the village green look amazing. We are awaiting the S106 monies.
Cllr P. Robinson (Chairman) wished to thank Cllr C. Jude (Vice Chairman) for his work with the contractors. Cllr C. Jude stated that 4 or 5 spare posts have been ordered just in case of any accidents. He informed everyone that we are still awaiting a permit from the Environment Agency so that work could start on the amphitheatre.
Cllr P. Hamilton stated that she had been stopped in the village by people complimenting the Council on our projects for improvement for the village.
- Update on Poppies for the Village Green.
Cllr P. Robinson (Chairman) stated that there have been over 2,000 poppies made. This is a community effort, and these will look stunning. She thanked everyone involved for all their help in making them.
FC/07/10-25 Resolution on Financial Regulations
Cllr C. Jude proposed, and Cllr C. Briggs seconded the proposal and there was a show of hands from all Members of Council to unanimously RESOLVE to approve the reviewed Financial Regulations for the Chapel St Leonards Parish Council.
FC/08/10-25 Lightwaves Evening on 24 October 2025.
This will take place at 6.00pm to 8.00pm. The whole of the Village Green will be a fire garden. There will be a parade, lanterns, fire people storytellers and wrap around lights for the children and mobility scooters. This event will be free of charge.
FC/09/10-25 Councillors’ Surgery 28 October 2025.
This will be attended by Cllr C. Briggs and Cllr P. Hamilton.
FC/10/10-25 Remembrance Service Village Green 11 November 2025.
The Remembrance Service commence at 10.50am to 11.00am.
The bugler is booked. Three wreaths have been purchased and there is also a microphone so that people can hear the service.
FC/11/10-25 Clerk’s Report.
- Outgoings and Incomings Approval for September.
The Clerk had given all Council Members a list of the outgoings and incomings for the previous month of September 2025 prior to the meeting for their approval.The Council approved these amounts.
- Further Training for Staff.
The Clerk stated that there will be further training for staff in December for fire drill and first aid conforming to the health and safety regulations of the Parish Council.
- Reviewing Council Policies
The Clerk stated that the Council policies needed updating.It was decided by members of council to form a working party to review and approve 5 policies each week.The first meeting will be at 10.00am in the Hub on Wednesday, 22 October 2025.
FC/12/10-25 Committee Update
- Cemetery
The Cemetery Committee Meeting will be held on 6 November 2025 so there is no update as yet.
- Events
Everything is underway for Christmas.Christmas tree has been ordered.The lights need inspecting.There will be mulled wine and mince pies donated by Spar, children’s fruit shoots donated by Admiral Benbow and cuddly toys donated from Blue Anchor. New reindeers will have to be ordered.
- Environment and Amenities
The Chairman, Cllr P. Robinson stated that she had already discussed a few things in her Chair’s Report.There are new signs for the car park.A new defibrillator at New Point Stores and pads and batteries.There are two defibs in the village.One at the village hall and the other one at New Point Stores.
- Finance
We are awaiting S106 monies.Financially the Council is stable.
FC/13/10-25
Planning – to consider new planning applications as a Statutory Consultee and to note Planning Authority decisions.
Application Reference: 03189/25/FUL – Location: Vine Hotel, South Road, Chapel S
There was objection with the following comments:
- A dislike of the appearance.
- Too visible.
- It should be sited at a different location.
- On the edge of an unadopted road.
- It alters the street scene on approach to the village.
