MINUTES OF THE FULL COUNCIL MEETING
Held on 14 July 2025 at 7.00pm
Present: Cllr P. Robinson (Chairman), Cllr C. Jude (Vice Chairman), Cllr S. Whitmore, Cllr P. Hamilton.

FC01/07-25 Chairman’s Welcome
Cllr P. Robinson (Chairman) welcomed everyone present to the meeting and thanked them all for attending. She invited the members of the public to speak prior to the start of the formal agenda for up to 3 minutes to raise issues.
A member of the public enquired about the area off South Road. It was stated that there are bins overflowing and it is a very untidy area. District Councillor Roger Dawson stated that he would be happy to assist with this issue.
Another member of the public spoke about a Freedom of Information and a Data Protection issue.
There was an enquiry regarding dogs being allowed on the beach and the public not picking up dog faeces. The reply was that the dogs are allowed on the beach. The Public Space Protection Order had lapsed due to a previous administration error. The PSPO cannot be applied for until 2027.
Cllr P. Robinson asked D Cllr Roger Dawson if he had anything to report. He replied that he did not have anything to report at this time.
FC02/07-25 Apologies for Absence
Cllr C. Briggs and Cllr G. Ward with valid reasons.
FC03/07-25 To receive Declarations of Interests in agenda items under the Localism Act 2011 – being any Pecuniary Interest in agenda items not previously recorded on Members’ Register of Interests.
None received.
FC04/07-25 To receive and approve the draft minutes of the Full Council Meeting held on 9 June 2025.
The minutes were unanimously approved and signed by Cllr P. Robinson (Chairman).
FC05/07-25 Chairman’s Report
- Planned work around the village update.
Cllr P. Robinson stated that the work was coming to fruition.
- The Old Lifeboat Station – Container:
There will be 4 brick-built pillars and 3 benches.The back bench will have solar lights and mobile phone charger.There will be a handrail on the steps.This has all been agreed and resolved at Full Council.This will be paid by the S106 funding.
- Quayside Rails:
There are 96 quayside posts with rails in between.These will be like for like and replace the existing posts and rails as these are a health and safety issue now.
The boardwalk will be steam cleaned.We are hoping the work will be completed by August Bank Holiday.An extra 5 posts have been ordered in case these are required in the future.
- Amphitheatre
This will be re-rendered and the concrete on top repaired.
There will be 5 picnic benches in acrylic.This will be a picnic area for families etc. to enjoy the sea views.
The existing metal seats will be painted blue.
- Bench on Pullover
There will be a bench on the pullover.
- Complimentary Email:
Chapel St Leonards received the following email which the Chairman read aloud:
‘May I be so bold as to compliment the Council and all concerned on the way you have looked after your centra area.
The gardens are a delight and beautifully maintained.Everywhere is clean and litter free.
What with cheap parking and good toilets it is always a pleasure to come to Chapel for the day.
In this day and age, with so much bad news around, I think it only right that you know that we appreciate those who are working hard to make things enjoyable for us.
Thank you once again from your visitors from Lincoln’.
- Community Grant Fund – Chapel Village Enhancement Project
The Chairman thanked D Cllr Roger Dawson for this funding.
- Trees on the Playpark
The Chairman stated that she had communicated with the Diocese and the maintenance work would commence on 21 and 22 July 2025.
FC05/07-25 Zokysauna
The Council received an email from Zokysauna which is a mobile sauna Company, asking for a reduction in the price being paid to the Council for the use of the land and facilities. At the present time this was £100.00 per session. The Members of Council RESOLVED it should stay at the same price. Cllr C. Jude proposed, and Cllr S. Whitmore seconded the motion. There was also a show of hands.
FC06/07-25 Defibrillators
It was RESOLVED that Cllr S. Whitmore will be responsible for the Guardianship of the two Defibrillators situated at Centre Point Stores and the Village Hall.
FC07/07-25 Clerk’s Report
- Outgoings approval and incoming amount
The Clerk asked the Members of Council to approve a list of outgoings and incomings.These were approved and signed by the Chairman, Cllr P. Robinson.
- Training – Operatives
The Clerk stated that training for Operatives etc. would be taking place on Monday, 11 August 2025 and Monday,18 August 2025.
FC08/07-25 TO RESOLVE to Update Policies.
It was RESOLVED that the policies be taken to each appropriate committee for any amendments.
FC09/07-25 Committees Update
- Cemetery
Cllr S. Whitmore stated that 3 new trees had died but 15 more were arriving in November 2025.These trees take 20, 30 or 40 years to grow.
- Events
Cllr S. Whitmore stated that there was one stall left.All artists and stage are organised.
- Lightwave
This event is coming to Chapel St Leonards on 24 October 2025 at 6.00pm to 8.00pm There will be a fire garden on the Village Green.The observatory and sea defence will be lit up and there will be dancing inside the observatory.The school will be involved.There will be dancing on the prom.It will be a fantastic 2 hours and it’s absolutely free.If this goes well, they will come back again.This is funded by the Arts Council.
- Christmas Tree Competition at Methodist Church.
This will be held on Saturday, 13 December 2025.The theme is: colours
- Finance Update
Cllr C. Jude stated that the bank balances are:£22,800 and £114,000.We are fluid.
He thanked the Clerk for her hard work.
FC10/07-25 S106 Funding
The Chapel St Leonards Parish Council are waiting for funding for the projects previously stated to enhance the village.
FC11/07-25 Councillors’ Surgery Update
No complaints at all. There were complimentary comments.
There was an enquiry about the bins on the Village Green. These will be painted white.
There was a request for a bike parking area at the Observatory. It was RESOLVED to put in a request to the County Council.
FC12/07-25 Planning – to consider new planning applications as a statutory Consultee and to note Planning Authority decisions.
None this month.
FC13/07-25 Date and time of next meeting.
