MINUTES OF THE PARISH COUNCIL MEETING

7:00pm on 10 June 2024 at the Village Hall

Public Participation

 

A resident wanted to say a huge thank to Cllr Whitmore for the D-Day event, also to mention the village flowers are looking wonderful and a nice bed of flowers in front of the toilets. There was a comment about over hanging branches and hedges that have now been reported on Fix my Street and also reported to LCC. It is bird nesting season, and many hedges will not be cut at this time of year. If any signage is hidden the public were advised to contact Lincolnshire County Council (LCC) and they will come out to assess this.

A resident made several comments citing many emails regarding the Parish Council grass cutting contract. The chair responded that the long-standing issue between some residents and LCC will soon be brought to a conclusion where the Secretary of State at the appeal hearing, hopefully later this year, will make a decision on whether to add this on the definitive maps as a public right of way.

Until then, the parish council have been advised by LCC to carry on with the grass cutting schedule as it has been for the last number of years.

The chair assured the member of public that our contractor was only paid for work completed and that they could have sight of an itemised bill via the office.

 

24/09 Apologies for Absence

Apologies were received and accepted from Cllr C Davie (LCC).

 

24/10 Declarations of Pecuniary Interests not already registered

None

 

24/11 To receive and approve the draft minutes of the Parish Council meeting held on 13 May 2024

Proposed, seconded, and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 13 May 2024 meeting which the Chair signed.

 

24/12 Cllr Co-Option

Mr David Wilson has applied for co-option onto the Parish Council, the Cllrs have all reviewed the application and spoke with Mr Wilson. Mr Wilson said a few words to everyone and confirmed his last post was at a large council so understands the workings of councils; he is interested in planning.

It was RESOLVED to invite Mr David Wilson to take a place on Chapel St Leonards Parish Council as the vote from the Cllrs was unanimous in favour of this.

 

24/13 Chair’s Report

    D-Day Event – this will be covered in more detail in the Events item. This was a Parish Council event organised and coordinated by Cllr S Whitmore with Cllrs volunteering on the day, the Chair has displayed the thank you cards and flowers on the table and after this meeting the flowers will be placed under the War Memorial on the village green, also thank you Cllr Whitmore.

 

 

 

 

 

24/14 Training for Councillors

The link to the training programme from LALC has been sent to Cllrs, the training in most cases is via Zoom. Please let the Clerk know which training you require, and you will be booked on the next available session. Cemetery training is all over the country our nearest being Woodhall Spa and the Clerk has offered to take Cllr Whitmore plus another if they want to go on the next training.

 

24/15 Committee Vacancies

There are currently two vacancies, one on Finance and one on Personnel.

 

24/16 Administration Committee

The Administration Committee would like to change the name of the Committee to Environment & Amenities (E&A), this is mainly due to a large number of cross over with other committees and it is better to have definitive lines. It was unanimously RESOLVED that the change of name would be implemented.

 

24/17 Event Committee

Thursday 6 May there was a D-Day event at the village hall marking the 80th anniversary of the D-Day landings, this event took a lot of planning to make it the success it was. There were sixteen volunteers, all Cllrs and council personnel. Four local shops donated money/food to the event. In total seventy-six persons attended. There was music, Creaking Bones Ukelele Band, Flag dancing and thank you to all of the entertainment providers. This event was provided at NO cost to the rate payer, everything was donated.

24/19 Councillor Surgeries

The last Councillor Surgery was 28 May 2024 and one person attended, this was the day after Bank Holiday and many people were away so this may have had an impact. The next Councillors’ Surgeries are Tuesday 25 June 10:30-11:30 am, Village Hall and on Tuesday 27 August, same time and place.

 

24/20 To consider new planning applications as a statutory consultee and to note Planning Authority decisions and receive updates on previous application consulted on
