MINUTES OF THE PARISH COUNCIL MEETING

Public Participation
Cllr Colin Davie gave an update regarding the travelling community that had arrived in Skegness on Sunday. There will hopefully be a County-wide 48-hour dispersal notice issued on Tuesday morning, which will mean that they cannot reside anywhere within the county of Lincolnshire.
Following the general election, Cllr Davie is looking forward to working with the new Boston & Skegness MP, and as he is moving to the area, it is hoped he will be accessible and visible.
Monday 15 July is the closing date for the consultation for cable routes, and as the new government is proposing to relax planning rules, there will be an uphill struggle and LCC is not supporting this ruling.
Flood defences and planning, there were two severe storms last year that cost the Environment Agency £50million, there is now a shortfall, and the new government will need to ensure more money is given to the Environment Agency. Cllr Davie will put this in writing to the Minister tomorrow.
All places that rely on tourism are suffering financially this year and it is hoped money will be found for Lincolnshire to stop some businesses collapsing at the end of the year.
A parishioner commented on the flooding on Acacia Avenue since the road repairs; there was five inches of rain due to the drains not working. Anglian Water staff have visited the site, and this has also been logged on Fix My Street. Cllr Davie will look into this matter.
There was a comment from a member of the public regarding the provision of social care and in particular dementia services; the phone number to call takes you through endless options and this was proving distressing for sufferers. It was asked if this could be streamlined, and doing a mystery shop, which may help with this query. Cllr Davie replied that mental health was high on the priority of the new government and that he would complete a mystery shop and highlight the situation.
There was a comment regarding grass cutting, this is mulch cut but it is now blowing back onto the pavements both sides making it a hazard when wet and there is only enough room for one person to get through at a time. The Clerk was asked to obtain a quote from our contractor for strimming the edges and blowing the grass away. The resident wanted this to be our responsibility.
A resident requested a large sign for the play park to say “No dogs allowed” as there is an increase of dog users in the youngsters play park; this will be investigated.
There was a request from a carnival volunteer that the first aid station be sited on the Memorial Green in the centre of the village, this will be discussed at the next Event Committee meeting on Thursday 18 July 2024.
Cllr C Davie left the meeting at 7:26pm
Cllr S Evans (ELDC) asked if the Parish Council could waiver the hire costs for the carnival weekend as this is run by volunteers and this was further reiterated by a resident. The Parish Council will discuss this at the Events Committee meeting on 18 July and they will submit their findings to the Finance Committee for final approval.

24/24 To receive and approve the draft minutes of the Parish Council meeting held on 10 June 2024
Proposed, seconded, and unanimously RESOLVED to adopt the draft minutes (with one minor amendment) as the minutes of the 10 June 2024 meeting, which the Chair signed.
24/25 Chair’s Report
All Council Personnel Meeting – a meeting was held with Cllrs, operatives, and the Clerk a few weeks ago and this was a great success, everyone thought this was a good team building exercise. It will now take place in October and April. The first Team Building Meeting is Thursday 31 October at the North Sea Observatory, 10:00 – 12:00.
24/26 Training for Councillors
Cllr Wilson has been booked onto the New Councillor training.
The following requests have been made for training:
Cemetery – Cllr Whitmore, Cllr Holmes, and the Clerk
Personnel – Cllrs Jude, Holmes, Robinson, Wilson.
Finance – Cllrs Robinson, Jude, Whitmore, Holmes, Donovan.
The Clerk will book the courses as they become available.
24/27 Personnel Committee Vacancy
There is currently a vacancy on the Personnel Committee. Cllr Holmes requested to be included on the Personnel Committee and will be co-opted on to this when the committee meets.
24/28 Councillor Surgeries
The last Councillor Surgery was 25 June and two residents attended. The next Councillors’ Surgeries are Tuesday 30 July 10:30 - 11:30 at the Village Hall, and on Tuesday 27 August, same time, and place.
24/29 Administration Committee
The Administration Committee RESOLVED to change the name of the Committee to Environment & Amenities (E&A). It was unanimously RESOLVED that the amphitheatre would be painted in ivory sandstone after the summer vacation.
Plaques have been appearing on the seawall and these will be removed along with any plastic flowers that appear.
24/30 Event Committee
Cllr Whitmore managed to contact Let’s Eighties; they have confirmed their attendance at the Summer Family Festival in August.
Posters and banners will be up shortly.
24/31 Cemetery Committee
The cemetery is looking tidy and well maintained. No one has complained about letters received asking to keep the graves tidy and free from clutter. The brass plates denoting rows are due to arrive this week.
24/32 Finance Committee
