MINUTES OF THE PARISH COUNCIL MEETING
Held on 10 March 2025 at 7.00pm

Chairman’s Welcome
The Chairman thanked everyone for attending the meeting. The public were asked respectfully not to speak whilst the agenda items were being discussed unless asked to do so.
A member of public was welcomed after being ill and the Chairman wished him all the best and stated that it was lovely to see him back at the Parish Council meetings.
The Chairman stated that CCllr Colin Davie requested to give his report first.
There had been a major incident in the North Sea. He explained that gasoline was burning in the air. Anybody with respiratory conditions should avoid this where they can. Hopefully there is no impact on the coast. The other ship contains cyanide.
He had met with the Parish Council Chairman in Church Lane in order to inspect the road. The works are planned in South Road in April or May 2025. The construction company have nearly completed Anderby Road.
CClr Colin Davie spoke about pylons and he believed it would be harmful to the coast.
There are elections on 1st May. He emphasised that these were important and urged people to vote and choose wisely.
CCllr Colin Davie then asked if there were any questions:
A member of the public asked: ‘Why don’t they put turbines under the sea? Fifty years ago, we put telephone lines under the sea’.
CCllr Colin Davie replied that the cost of carrying this out was too high. He explained that his view is to use natural resources. It’s about keeping people warm. The cost of energy is having an effect on everyone. 300,000 people in businesses have confirmed they are laying people off.

Another question asked was querying the date of VE Day celebrations. This is to be held on 4th May 2024 held at the Village Hall, Chapel St Leonards.
Report from DCllr Roger Dawson
The budget has been passed for the coming year. There are solar panels at District Council car park at Horncastle. A couple of amendments through Labour Group motion passed to withdraw from the nuclear waste dump outside Louth. Urging LCC to withdraw their support.

The Chairman stated that the pavements around Chapel St Leonards are uneven and need repairing. This has been raised many times. The good news is that the Chairman met with CCllr Colin Davie. There is a list of pavements, including South Road and Lindum Grove. She advised to let her know about any issues so that they can be reported.

There were none recorded.
An amendment to item FC/08/02-25 – ‘The whole schedule starts the middle of march’.Proposed by Cllr D. Wilson and seconded by Cllr G. Ward.
- Mobile Sauna
Zoky – Mobile sauna.The Clerk and Chairman met with Kyle the owner of the business.The water and electricity were discussed.He is arranging Public Liability Insurance.A fee for the car parking spaces to the Council of £75.00 was agreed.This event will be carried out on Sunday, 13 April 2025 at 8.00am to 5.00pm.We hope this will be successful.
- Great Tommy Sleepout
There was a request by two members of the public to have a sleepover on the village green in aid of the charity ‘Help the Heroes’ for ex-servicemen.There will be money collection points throughout the village. This was agreed and RESOLVED.
- Internal Audit Report
The Acting Clerk/RFO and Chairman met with Steve Fletcher who was appointed by LALC.There were some policy documents and administration points to update.
The year end Internal and External Audit Reports will be on the website by September.
Every Councillor was given a copy of this Report. After discussion, the Internal Audit Report was RESOLVED and accepted.Proposed by Cllr C. Jude and seconded by Cllr D. Wilson.
- Playpark Update
There are repairs that need to be carried out in the playpark.Two spring play equipment need replacing.An inspection of the playpark has been carried out.Quotations are being obtained for the repairs.
- Vacancies
Two General Operatives have retired.It was RESOLVED by the Parish Council to display the Advert for the vacancy that the Clerk had given them to view.
After discussion it was RESOLVED unanimously to purchase a battery and charger for the car park.
No update.This will be an agenda item at next meeting.
Quotes are being obtained for the white posts and fencing around the Village Green.
After discussion by Council, it was RESOLVED unanimously to have DBS checks for Councillors and staff.Cllr C. Briggs proposed, and Cllr G. Ward seconded the motion.
No enquiries at last surgery.The next Councillors’ surgery will be held on 25 March 2025 at the village hall.In attendance will be Cllr S. Whitmore, Cllr C. Briggs and Cllr P. Robinson.
There have been discussions regarding the VE Day Celebrations to be held on 4 May 2025 in the Village Hall between 11.00am and 4.00pm.There will be entertainment, stalls selling memorabilia, fancy dress competitions for children and adults.CCllr Colin Davie will be judging.
The annual tree survey has been carried out in February.Fifteen tree saplings have arrived – Rowan, Hazel and crab apple.These will be planted in the cemetery.
The Chairman thanked the Acting Clerk/RFO, Valerie Worley for doing a sterling job, also Cllr C. Jude and Cllr S. Whitmore for their hard work.
A new Chappie vehicle has been purchased.The cage from the old Chappie should fit the new vehicle.
There will be a beach chalet inspection on Wednesday, 19 March 2025 at 9.30am.
The amphitheatre needs improvements to be carried out.Three quotes from local contractors will be obtained.
FC/15/03-25 Planning – to consider new planning applications as a statutory Consultee and to note Planning Authority decisions and receive updates on previous applications consulted on.
N/031/0144/24 – Land to the south of Regina Walk, Regina Walk, Chapel St Leonards – Planning Permission – erection of 1 No. machine/factory store with an extension to access road. Approved.
This has been approved for 1 dwelling.
N/031/01945/24 – Duneside, Sea Bank Road, Chapel St Leonards, Skegness, PE24 5QU – Planning Permission – extensions and alterations to existing dwelling to provide additional living accommodation.
N/031/01847/24 – Oaklands Caravan Park, Skegness Road, Chapel St Leonards, PE24 5UG – Planning Permission – alteration to existing plans already passed.
S/086/00283/25 – Ossian Offshore Wind Farm.
