MINUTES OF THE ANNUAL PARISH COUNCIL MEETING
6.30pm on the 15 May 2023 at the Church Hall
Present: Cllr P. Robinson (Chair), Cllr C. Jude (Vice Chair), Cllr P. Hamilton, Cllr S. Whitmore, Cllr Ron Christie-Smith, Cllr B. Holmes, and Cllr C. Briggs.

01/24/25 – Election of Chair for the ensuing year (2024/25)
Cllr Pamela Robinson was proposed by Cllr P Hamilton, seconded by Cllr C Jude, and unanimously agreed.
RESOLVED that Cllr P Robinson is the Chair of the Parish Council and signed the Declaration of Acceptance of Office.
02/24/25 – Election of Vice Chair for the ensuing year (2024/25)
Cllr Charles Jude was proposed by Cllr P Robinson, seconded by Cllr R Christie-Smith, and unanimously agreed.
RESOLVED that Cllr C Jude is the Vice Chair of the Parish Council and signed the Declaration of Acceptance of Office.
Public Participation
Residents raised the following concerns with responses from Council below:

Planning on Anderby Road due to access, highways are yet to make their comments and concerns will be passed to them.

Planning for Regina Walk is it right to put a bungalow on a field that floods and would need extra access, the Chair responded that the neighbours had no objections and given the extra stringent rules now in place for new builds this would be carefully monitored, and reports would be produced on environmental as well as Eco reports.

Council tax, pleased to see it had decreased slightly for the Parish Council contribution however it was noted that 66% was for East Lindsey drainage board and it was felt this did not benefit Chapel St Leonards directly, our council will highlight this to our ELDC Cllrs and the LCC Cllrs.

Cllr S. Evans with the Pride in East Lindsey Team visited the site at the top pf Trunch Lane where debris from dyke clearance had been discarded, they are waiting until drier weather and the area will be cleared, the Chair will continue to lobby until this has been done.

Boating Lake – there was much discussion about the lakes being filled in and no planning application, Council noted this and also replied as this is on Ingoldmells land and does not come under Chapel St Leonards jurisdiction.
05/24/25 Apologies for Absence
Apologies were received and accepted from Cllr Colin Davie (ELDC).
06/24/25 Declarations of Pecuniary Interests not already registered.

07/24/25 Committees
The Committees of the Council titles and members to serve on the Committees of the Council are:
Administration - Cllrs Robinson, Hamilton, Christie-Smith, Whitmore, and Briggs.
Cemetery – Cllrs Robinson, Whitmore, Holmes, and Christie-Smith.
Events – Cllrs Robinson, Whitmore, Holmes, Hamilton, and Briggs.
Finance – Cllrs Robinson, Christie-Smith, Jude, and Holmes.
Personnel – Cllrs Jude, Hamilton, Christie-Smith, and Donovan.
08/24/25 To approve the Chair’s allowance for the Year 2024/25
It was unanimously agreed and RESOLVED that the Chair’s allowance for the Year 2024/25 will be £600.
09/24/25 Minutes - To receive and approve the draft minutes of the Parish Council meeting held on 12 February 2024.
To receive and approve the draft minutes of the Annual Parish Council meeting held on 15 May 2023.
Proposed, seconded, and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 14 February 2024, and the Annual Parish Council meeting 15 May 2023 which the Chair signed.
10/24/25 To receive notes for the Committees:
Cemetery Committee –
The Chair of the Cemetery Committee reported that the path repairs to repair the uneven parts would take place when the weather was better, this was to be undertaken in-house by our operatives as this would make financial sense. (Two weeks ago, the ground was flooded, and it is still soddened).
Administration Committee – The Chair of the Administration Committee reported that there would be a beach hut inspection taking place on Wednesday 20 March, this is to inform owners of general repairs and painting needed. The amphitheatre at the top of the pullover needs to be scrubbed and painted and this is to be done in-house by our operatives. This area used to be covered by the Residents Association and as that has since disbanded the Parish Council has taken this job on.
Finance Committee – The Chair of the Finance Committee reported that the Precept remained the same as for the last 3 years and we were in a more fortunate position than a lot of councils due to sound planning and frugal spending, for some households there was a slight decrease in the amount from their Council Tax to the Parish Council.
Events Committee – The Chair of the Events Committee reported that the Summer Family Fun Day was on track and that the stalls were full. The D-Day party preparations were going well with 70 persons confirmed so far and 10 of those were in their 90th years. The WI and Knit & Natter group may have more attendees when the Events Chair meets with them later on. The invites are being printed with a number on them and free entry to the raffle where some lovely prizes have been donated. The Red Arrows were emailed but no reply to date.
Personnel Committee – The Personnel Committee had not met therefore there was nothing to report.
11/24/25 Chair’s Announcements

Annual Parish Meeting Report – The event was well attended with over 30 residents. The meeting was amicable and the Litter Picker and Village Hall both had slots to mention their accomplishments over the last year. Food was supplied by Aces Bakes and drinks donated; this was an enjoyable social event. At this point the Chair wanted to say thank you again to the Clerk, Operatives and Litter Pickers for all they do for the village.

Roman Bank update – There will be a public consultation on Monday 3 July 2023 to discuss the Hub’s possible uses going forward. It was noted that the Hub can be used for any purpose other than a food outlet. The Parish Council welcomes suggestions from residents on what it should become considering viability, feasibility, power to pay and who pays for what.

Play Park and funding application GrassRoots – The GrassRoots funding application went in on time and receipt has been acknowledged. This is being considered for play park funding for MUGA nets and new planters around the village centre. The application is for £2475.12 plus the 3660.00 form ELDC fund and we are hoping to get this later in the year.
12/24/25 Councillor Surgery
The Councillor’s Surgeries have been successful with a big thank to all who gave the benches in the village a makeover and cutting back vegetation on the prom, cutting and planting on the Memorial Green all keeping our villagers happy and the village looking nice. The idea for have a ‘Buggy Park’ has been taken to ELDC but funding is a problem at the moment.
Queries regarding the ‘A’ boards outside Millers/Greens causing a problem for the partially sighted and buggy users will be dealt with by County Council enforcement officers who will come out to the village and assess the size/position of the boards and make a judgement. The next meeting is Tuesday 26 March 10:30-11:30am at the Village Hall.
