MINUTES OF THE PARISH COUNCIL MEETING

Public Participation
There was a comment about the state of the pavements either side of South Road, making it very difficult for disabled people to be on the pavement and therefore dangerous as they often use the road. In the first instance this is to be reported on Fix My Street and Cllr Davie suggested the clerk makes a formal request to Highways to inspect the pavement and to copy any responses to him to follow up. Cllr Davie informed the meeting that additional funds had been secured to help with these matters.
The missing signs on the A52 were repaired on the day they were reported to Fix My Street and others are being done. The signage where Skegness meets Sea Road was reported as ‘job complete’ but the signage had been completely removed and the hole filled where the post would have been, they are to investigate and return!
There was concern shown that the plans for Regina Walk had been refused and could the Parish Council support the development as it is a bungalow used as a home. The Chair informed the resident that this is against East Lindsey’s Local Plan and any further revised submissions will need to be submitted by the applicant and it remains with them if they wish to pursue this.
Charlie’s Folley – could a Cllr please look at this as it appears not to have been cut. Wilton Drive, Cannaught Drive and Buckingham Drive have all been reported on Fix My Street as the roads are in a terrible state of repair, Cllr Davie suggested the Clerk takes pictures and reports this to Highways.
Carnival – there is a new treasurer and to date the carnival is going ahead but without a parade.
Cllr C Davie reported that devolution was moving closer for a mayor, final orders are due to go before parliament and then money will be asked for, £9million is due for roads, cycle paths and walkways (plan will be sent when available) from Chapel Point to Sandilands.
The Coastal Country Park is becoming a destination in its own right, it is on Visit Lincolnshire website (https://www.visitlincolnshire.com) and being tracked for usage, people are visiting out of season, and this will create business opportunities for more retailers to open and ultimately more jobs.
Pylons and cable routes, Cllr Davie reported that National Grid have announced plans for two more cable routes and OCSS are investigating this. There will be a formal application January 2025 and LCC have employed lawyers to fight these proposals as it will have a damaging effect on the eco system, tourism for which the coast relies on, and property devaluation.
Cllr Davie reported 7000 potholes had been fixed in Lincolnshire and this is on-going. All the gulleys will be blasted, and this operation will be completed by the autumn with any blockages and tree roots removed.

Proposed, seconded, and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 15 April 2024 meeting which the Chair signed.
24/12 Chair’s Report

Update re: GrassRoot Funding – the Chair reported that we were successful in our bid for £2,000 and this would be used for our MUGA netting on the play park to ensure balls remain in the park and not resident’s gardens. The funders were helpful and will inform the Parish Council when to apply for further funding.

Noise nuisance – Little Nans - the Cllrs received many complaints about the loud noise coming from outside Little Nans therefore the Chair reported this to ELDC, and it was passed to John Dixon, Environmental Health Protection, this will be an on-going investigation. If anyone is upset by the noise, they are advised to complain via ELDC switchboard 01507 601111, if no one complains ELDC will assume it is not a problem. Residents have complained the noise can be heard as far as the A52 and at Golden Palm, and one resident pointed out as the company are not using the pagoda (as per planning) they have moved the music unit/singer near the road and concern is growing as cars cannot be heard and children are in the road. The Parish Council encourages all businesses to do well and only ever act if there are complaints as in this case.

Response to resident re: condition of South Road – in the first instance this was put on Fix My Street and then report to Lincolnshire County Council Highways Department and the reply was:
We’re sending you this message to let you know that we’ve assessed the road condition and at this time it does not require urgent repair. However, we have identified this location for a larger scale improvement scheme. At this stage we are unable to give specific dates for this or definitely commit to the scheme because we prioritise these schemes based on condition compared with the rest of road network and the resources available to us each year. We will continue to monitor this location as part of our routine inspections of the highway in the meantime. Thank you for reporting this matter.

24/14 Events Committee – updates – the focus of the events is D-Day 80th Anniversary event at the Village Hall. The invites are being delivered this week, it is going to be a glorious event with food and prizes for everyone, the local Ukulele band are also playing music of the era for an hour.
24/15 Administration Committee – updates – The car park continues to be a good source of income even during the winter months. The toilets are also proving to be a good source of income and they are clean and in good condition.
Chappie passed the MOT without need for any work on the vehicle.
The painting of the amphitheatre will be discussed at the meeting on Thursday 16 May 2024.
Following on from the beach hut inspection they are mainly in good condition, the one that is in need of major repairs is in-hand by the owners.
24/16 Councillor Surgeries
The last Councillor Surgery was 30 April 2024, there was one member of the public who enquired what is required to be a parish councillor and how does it work, hopefully they will apply as we currently have two vacancies.
The next Councillors Surgery will be Tuesday 28 May at the Village Hall with Cllrs Christie-Smith, Whitmore and Hamilton.
