MINUTES OF THE PARISH COUNCIL MEETING
7:00pm on 12 August 2024 at the Village Hall
Present: Cllr P Robinson (Chair), Cllr C Jude (Vice Chair), Cllr P Hamilton, Cllr R Christie-Smith, Cllr B Holmes, Cllr D Wilson

Public Participation
A resident commented that they found it difficult to follow the previous meeting, the Chair thanked the resident as feedback is important and we learn from this.
Another resident commented on the Carnival Committee and the hard work that went into making the carnival a success and wished it to be noted that they thanked them for making the weekend fun and entertaining despite the rain on the Saturday. They also commented on the lack of police that are in Chapel St Leonards and the concern that many people are not reporting crimes. There had been two recent robberies, and the police did not attend but forensics did!
There was a report by a resident who had fallen twice on the curb near the bus terminus and requested that the curb be painted to highlight it, this will be reported by the Clerk to highways at LCC.
There was discussion about a planning application at Wigg Lane, PE24 5RL, it was explained that this is for touring caravans not static so the visitors will come and go, whilst here boosting the economy of the village by spending locally and this is much needed. The council has no valid material objections to the plan.
The public wanted a thank you to go to all of the operatives that work for the parish council for keeping the village looking beautiful and tidy.
A resident had their potholes outside of their property repaired and felt the work and materials used were substandard, the Clerk will report this to Cllr C Davie at LCC.
24/36 Co-option to Vacancy of Office for Parish Councillor & Declaration of acceptance of Office It was unanimously RESOLVED to co-opt George Ward onto Chapel St Leonards Parish Council. Cllr Ward signed the Declaration of Interest form and took a seat at the councillor’s table for the meeting.
24/37 Apologies for Absence
Apologies were received from Cllr S Whitmore. The apologies were proposed, seconded, and accepted.

24/39 To receive and approve the draft minutes of the Parish Council meeting held on 08 July 2024
Proposed, seconded, and unanimously RESOLVED to adopt the draft minutes as the minutes of the 08 July 2024 meeting, which the Chair signed.
24/40 Chair’s Report

Decision for carnival committee re: payment for the green.
It was unanimously RESOLVED to make a donation of £150.00 to the Carnival Committee to cover the hire cost of The Green at Chapel St Leonards.

Update on issues with the play park.
Residents had complained about the use of the park after hours and the bad language from youngsters. The Chair organised a meeting with Billy Spence, Beat Manager and PC Nicola Whitwham, Councillors and residents to voice their concerns. Residents were advised to call the police regarding any anti-social behaviour. The park would be closing at 7pm and no later. Since this has been done there have been no further incidents, also there are visibly more police driving around the village.

Trunch Lane toilets.
Trunch Lane toilets were open for the summer holiday and closed within a week due to the cleaner being verbally abused and threatened, sand blocking drains causing extra expense, doors being propped open to let anyone in free of charge.

24/42 Personnel Committee – update following the meeting on 01 August 2024
It was RESOLVED at the Personnel Committee on 01 August 2024 to advertise for an Assistant Parish Clerk for 12 hours per week, this was unanimously supported by full council.
24/43 E&A Committee – update following the meeting on 25 July 2024
Plaques that have been appearing on the seawall, padlocks and plastic flowers will be removed by the operatives in the coming weeks.
24/44 Councillor Surgeries – update from 30 July 2024
The last Councillor Surgery was 30 July and was well attended. The next Councillors’ Surgeries are 27 August 10:30 - 11:30 at the Village Hall, and on Tuesday 24 September, same time, and place.

N/031/00499/24 - LABURNUM HOUSE, WIGG LANE, CHAPEL ST LEONARDS, SKEGNESS, PE24 5RL - Planning Permission - Change of use of land to form a touring caravan site, erection of a shower/toilet block and construction of an access road. No Objections, Highways are asking for more clarification.

N/031/00777/24 – 57 SUNNINGDALE CLOSE, CHAPEL ST LEONARDS, SKEGNESS. PE24 5UR – Planning Permission – Alterations to existing ground floor flat to replace 5no.PVCu windows and the front door. Full Permission Granted.

N/031/01014/24 - LAND AT MARYDON AND DUVAINE, SOUTH CRESCENT, CHAPEL ST LEONARDS - Planning Permission - Extension and alterations to 2no. existing dwellings to provide 1no. dwelling. this has been circulated earlier to councillors as the deadline was the 01 August (after our council meeting). Consensus was no objections.

Application by National Grid Electricity Transmission (the Applicant) for an Order granting Development Consent for the Eastern Green Link 3 and Eastern Green Link 4 (the Proposed Development). The document has been sent to all Councillors prior to this meeting, it is regarding pylons. There was a lot of administration with the documentation, and we are classed as an interested party. Cllr C Davie had mentioned opposing this and getting legal advice, we will support this action. Chapel St Leonards Parish Council will stand side by side with other communities on this matter. Cllr C Davie will update the Council when there is news to report.
