MINUTES OF THE PARISH COUNCIL MEETING

7:00pm on the 15 April 2024 at the Village Hall

Public Participation

 

There was a comment about Charlie’s Folley appearing not to have been cut, this will be investigated and will be done as soon as we are able to weather depending. There was a query regarding who owns the land to the left of the Village Hall, the Parish Office will investigate this and report back.

A resident complained about the grass using the mulching system for all our grass cutting particularly the verges, the Chair explained the cost involved in taking grass away, it would almost double the grass cutting contract. The contract has been signed and will remain as ‘mulching’.

Roads with lots of potholes around the village are still and issue and Fix My Street remain the best contact although they also make mistakes as pointed out by a resident, they sent them a picture of a completed job, however it was an entirely different pothole! Cllr R Dawson will investigate one of the resident’s streets to see if anything can be moved along more quickly.

Cllr Roger Dawson (ELDC) reported he has 21 cases, 10 from Chapel St Leonards, 7 from Hogsthorpe and 4 from Anderby. Cllr Dawson reported that the query re: no planning permission for Chapel Boating Lake had been resolved as the site owners had permission for this and there would be no fishing or boating lakes going forward. Cllr R Dawson is part of ELDC Planning and has made proposals for more community involvement and as such has set up some groups and committees, the local plan has been delayed due to staffing issues but there is a Neighbourhood Planning WhatsApp and Zoom group and representatives from areas are welcome. Cllr Dawson is aware that he will have some grant money for the coming year and will wait for Cllrs to contact him.

24/03 To receive and approve the draft minutes of the Annual Parish Council meeting held on 15 March 2024.

Proposed, seconded, and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 15 March 2024 meeting which the Chair signed.

 

24/04 Chair’s Report

  1. Resignations – there have been two resignations (Cllr F Doko & Cllr S Wood) and we are now a council of eight persons, the vacancies have been advertised.

  2. ELDC Community Grant – the Chair confirmed that the Parish Council had received £660.00 from Cllr S Evans grant money and that would go into the Chapel Enhancement Project Fund.

  3. Update re: GrassRoot Funding – the Chair reported that the funders were helpful and were keen for us to succeed with this request and the Chair will report back as soon as they know anything.

  4. To report the response from LCC regarding Bridleway 46 – this is located near Sandy Lane at the rear of Miller’s Sports Bar, it is the longest stretch of land the Parish Council has a contract for. The Chair received an email from Jonathan Stockdale, Senior Public Rights of Way Officer, it read: Sandy Lane is designated as a Public Bridleway, and as such does not have to meet the stringent requirements for surface levels and trip hazards that a footway within the village is expected to have.

Bridleways run over a wide variety of terrain throughout the country and are, in the main, unsurfaced ‘natural’ routes following the natural contours of the ground. This winter has been exceptionally wet and standing water and mud are to be expected on the Public Rights of Way network. Users are expected to be appropriately attired for the conditions. That may mean wellies following all the rain this winter!

  1. Update from LCC Pride in Lincolnshire re: dyke clearance – this was reported to Cllr S Evans and the LCC Pride in Lincolnshire representatives have visited the site and spoken with the parks owner who has assured them that once the weather dries out, they will remove the debris, they have already flattened this but are waiting for better weather. The Parish Councillors will monitor the progress of this and report back.

  2. Update re: Public Enquiry for Roman Bank -. The chair met with public rights of way officers from LCC and the chair of the village hall committee at the village hall, as a venue is needed for the public enquiry regarding Roman Bank as a right of way being added to the definitive map. This has been a long-standing issue and is now at the appeal stage where the planning inspectorate over a two-day public enquiry will make the final decision.

 

24/05 Finance Committee

The Finance Committee Meeting that was scheduled for 06/02/2024 was cancelled due to absence and holidays.

24/06 Councillor Surgeries

The last Councillor Surgery was 26 March 2024. ‘A’ Boards had been causing a problem for the less sighted, push chairs, mobility scooters etc and this had been investigated to Cllr C Davie. The LCC representatives visited last week, and this is now on-going and waiting a decision, we will report back at the next meeting.
