MINUTES OF THE FULL COUNCIL MEETING
Held on 8 September 2025 at 7.00pm
Present: Cllr P. Robinson (Chairman), Cllr C. Jude (Vice Chairman), Cllr S. Whitmore, Cllr P. Hamilton, Cllr C. Briggs, Cllr G. Ward

Chairman’s Welcome
Cllr P. Robinson (Chairman) welcomed everyone present to the meeting and thanked them for attending. She also welcomed Leanne Ellison-Anderson, Beach Ability Lincolnshire and two volunteers and invited her to speak about her project that she was introducing to the Council which is a charity that lends manual beach wheelchairs (buggies) to residents and visitors free of charge.
Leanne thanked Cllr P. Robinson for her invitation to speak at the meeting. There is already a container based at Ingoldmells. She explained that she has a son with cerebral palsy. There have been 71 bookings so far this year and 35 have been in August. People can book online. David Roger LCC Fund raising – King Charles 3rd Coastal Path, has been helping Beach Ability to expand.
There will be a lot of people interested at Chapel St Leonards as this is an ideal location with flat sand. There is demand and positive feedback.
Leanne stated that they would like to place a container next to the hub at Chapel Point car park which would contain the beach wheelchairs (buggies) and equipment that is required. She passed print outs of the plan to the Councillors to view. ‘We are not asking for funding just a space for storage. Beach Ability will fund the container’.
Leanne asked if there were any questions. Cllr Briggs asked about paying a deposit. Leanne replied that people pay a deposit at the online Beach Ability Site by transfer which is refundable. This will encourage people to attend.
Cllr P. Robinson (Chairman) asked the Councillors if they agree to a container placed near the hub at Chapel Point. Cllr Sue Whitmore proposed, and Cllr C. Briggs seconded the proposal, and it was RESOLVED to allow a container to be placed by the hub at Chapel Point car park.
Leanne thanked everyone. Cllr P. Robinson (Chairman) thanked Leanne for speaking at the meeting and said that the Council were pleased to support this project.
Cllr P. Robinson (Chairman) wished DCllr Stephen Evans a speedy recovery from his illness and best wishes.
Cllr P. Robinson (Chairman) invited CCllr Danny Brooks to speak.
CCllr Danny Brooks apologised for not attending council meetings sooner but he has been so busy since being appointed.
CCllr Danny Brooks spoke about recycling unused paint by taking it to the Household Waste Recycle Centre in Skegness. People can take free paint. This will be a useful service and save people money.
He spoke about food waste disposal next year in April. Keeping food waste separate from household waste due to contamination.
Fix my Street has improved, and you receive an email from them with updates to your query.
He stated that the Woodlands Trust Project has been renewed for a further two years by the County Council fund.
CCllr Danny Brooks stated that he would like to bring the Highway Officer and visit Chapel St Leonards accompanied by Cllr P. Robinson (Chairman). He asked her to let him know when she would be available.
Cllr P. Robinson (Chairman) thanked CCllr Danny Brooks and invited DCllr Roger Dawson to speak.
DCllr Roger Dawson stated that he should have some news on planning policy next month. This is a roll-on effect of local government reorganisation. There will be various presentations at various locations. There will be one at the Storehouse, Skegness on 21st October 2025 at 6.00pm an open consultation. District Council proposal 4 of the 2 unitary authorities.
Cllr P. Robinson (Chairman) thanked DCllr Roger Dawson.
Cllr P. Robinson (Chairman) asked the members of public if they wanted to ask questions, but no one had any comments to make. The meeting proceeded.
FC01/09-25 Chairman’s Welcome
Cllr P. Robinson (Chairman) welcomed all present to the meeting and thanked them for coming. She stated that the Parish Council will treat everyone with respect and expect the same in return.
FC02/09-25 Apologies for Absence
None received.
FC03/09-25 To receive Declarations of Interest in agenda items under the Localism Act 2011 – being any Pecuniary Interest in agenda items not previously recorded on Member’s Register of Interests.
Cllr G. Ward made the Chairman and Councillors aware that he had an interest in Agenda Item Number 13.
FC04/09-25 To receive and approve the draft minutes of the Full Council Meeting of 14 July 2025.
Cllr S. Whitmore proposed, and Cllr P. Hamilton seconded, and the minutes were unanimously approved and signed by Cllr P. Robinson (Chairman).
FC05/09-25 Co-option of Cllr S. Whitmore onto Personnel Committee.
Cllr S. Whitmore was unanimously voted by Members of Council to be co-opted onto the Personnel Committee.
FC06/09-25 Chairman’s Report
- Planned work around the village update.
There is an issue with the Environment Agency requiring permits.
- The Old Lifeboat Station – Container.
The benches are being delivered on Wednesday, 10 September 2025.
- Quayside Rails.
These are going through the polyurethane coating. Hopefully these will be in place for Christmas.
- Amphitheatre.
This work is held back due to a work permit.We need access to the promenade to work on the amphitheatre.
- Bench on Pullover.
We are still looking into a bench on the Pullover.
DCllr Roger Dawson left the meeting at 7.50pm.
- Summer Festival.
There were lots of stalls and the Summer Festival was very successful.
Cllr P. Robinson (Chairman) stated that on behalf of the Chapel St Leonards Parish Council she would like to say a big ‘thank you’ to Cllr Sue Whitmore for all the work she put into organising the Summer Festival.
FC06/09-25 Zoky Saunascape.
Zoky Saunascape will operate again at some time in the future.
FC07/09-25 Defibrillators Update – Cllr S. Whitmore.
Cllr S. Whitmore stated that she is now the Guardian of the two defibrillators in Chapel St Leonards but advised that a new defibrillator is now required at a cost of about £1,000. The Chairman. asked the Councillors to vote. Cllr C. Briggs proposed, and Cllr P. Hamilton seconded. It was RESOLVED by a unanimous decision to buy a new defibrillator. This will be discussed at the next Environment and Amenities Committee Meeting.
FC08/09-25 Clerk’s Report.
- Outgoings approval and incomings amount.
The Clerk produced a list of Outgoings and incomings for July and August.The Council approved these amounts.
- Training – Operatives
All the Operatives had passed their training courses.Congratulations and well done to them all.
- Memorial Bench – Seafront
This will be discussed at the next Environment an Amenities Meeting.
FC09/09-25 Committees Update.
- Cemetery
Cllr S. Whitmore stated that three saplings have died. There will be a Cemetery Committee Meeting on Thursday, 11 September where a new cemetery system will be discussed.
- Events
The music was good for the Summer Festival, and the stall holders sold many items.There have been lots of forms received from stallholders for next year.
- Environment and Amenities
So far there have been 1,500 woollen poppies made.This is the community coming together for Remembrance Day.There will be an Environment and Amenities Committee Meeting on Thursday, 11 September 2025.
- Finance
Cllr C. Jude stated that the accounts for the Chapel St Leonards Parish Council are stable.
FC10/09-25 Lightwaves – Cllr S. Whitmore
This event will be held on 24 October 2025 at 6.00pm to 8.00pm. at Chapel St Leonards. There will be a fire pit, dancing along the sea walk and lights on the sea walks. This will be a free event.
FC11/09-25 S106 Funding Update.
There is one last stage to go through before the Parish Council receives the S106 funding.
FC12/09-25 Councillors’ Surgery.
This will take place on Tuesday, 30 September 2025 at 10.30am to 11.30am at the Village Hall, Chapel St Leonards. Cllr S. Whitmore and Cllr P. Robinson will be in attendance.
FC13/09-25 Planning – to consider new planning applications as a Statutory Consultee and to note Planning Authority decisions.
Section 73 application to vary condition No.6 (landscaping) as previously imposed on planning permission reference N/031/01059/23 for the change of use of land for the siting of 43 static caravans, 5 No. lodges, excavation of land to form a lake, construction of roads, siting of associated sheds and deckings. LOCATION: Buttercup Meadow, Golden Anchor Caravan Park, Trunch Lane, Chapel St Leonards, Lincolnshire, PE24 5TU response by 18 September 2025.
This is straightforward – No objection.
Application by National Grid Electricity Transmission plc (the applicant) for an Order granting Development Consent for the Eastern Green Link 5 (the proposed development) response by Tuesday, 30 September 2025.
No comment.
FC14/09-25 Date and time of next meeting.
The next Full Council Meeting will be held on Monday, 13 October 2025 at 7.00pm.
Cllr S. Whitmore apologised but is unable to attend the next Full Council Meeting.
The Meeting concluded at 8.23pm.
