MINUTES OF THE FINANCE COMMITTEE MEETING

Held on Thursday, 24 April 2025 at 9.15am at the

Church Hall, Church Lane, Chapel St Leonards, PE24 5UJ

 

Present:    Cllr C. Jude (Chair), Cllr G. Ward, Cllr P. Robinson, Cllr S. Whitmore

FC01/04-25    Chair’s Welcome

Cllr C. Jude (Chair) welcomed everyone present to the meeting of the Finance Committee and thanked them for attending.

FC02/04-25    Apologies for absence

None received

FC03/04-25    Declaration of pecuniary interest not already registered and to consider any dispensation.

None received.

FC04/04-25    To receive and approve the draft minutes of the Finance Committee held on 24 April 2025.

The minutes were approved unanimously by the Finance Committee and signed by Cllr C. Jude (Chair)

FC05/04-25    HMRC regarding the FPS submissions for PAYE update.

Still unable to get passcode to submit FPS to HMRC.  The Clerk received a reply back from HMRC but this was information that she already had.  It was suggested to set up a new reference number for PAYE and transfer employees over.  Another suggestion was to contact Scribe to see if they can recommend a different payroll that could tie into the Scribe accounts.  Cllr C. Jude and Cllr G. Ward will go to the office on Thursday at 12.15.

FC06/04-25    Bacs Run Progressing.

Clerk inputting invoices on Scribe and Lloyds Bank. Councillors will approve payments.  Clerk will organise BACS run on Excel and send to Cllr C. Jude.

FC07/04-25    Forecasting future income.

Costings will go up considerably this year.  Particularly wages.  We will look at insurance to get the best quote.  We will look at contracts for our assets. Looking to increase car park fees.  This was increased 2 to 3 years ago.  This will be taken to full council meeting to RESOLVE.  Cllr C. Jude will submit a price structure for this. The Clerk will take a photo of the car park fee sign.  The new tariffs can be laminated.

There was a discussion regarding confidentiality regarding Councillors being able to see staff salaries. Cllr C. Jude explained that he never sees staff payslips.

It was suggested that Cllr G. Ward be a signatory on the Lloyds Bank Account.  The Clerk informed the Council that she would arrange this.
