MINUTES OF THE FULL COUNCIL MEETING
Held on Monday, 10th November 2025 at 7.00pm at the Village Hall, Sea Lane, Chapel St Leonards, PE24 5SA
Present: Cllr P. Robinson (Chairman), Cllr C. Jude (Vice Chairman), Cllr S. Whitmore, Cllr G. Ward, Cllr C. Briggs, Cllr P. Hamilton

Chairman’s Welcome
Cllr P. Robinson (Chairman) welcomed everyone present to the meeting and thanked them for attending. There will be a 15-minute public participation, and we will try to answer on the night but if not, we will get back to you.
A member of the public thanked the Parish Council for the Lightwave’s evening and thought it was very successful.
Another member enquired about the caravans parked in the layby. The Chairman, Cllr. P. Robinson stated that LCC covers the highways.
There was enquiry regarding cars blocking driveways and congesting a resident’s road. The Chairman, Cllr P. Robinson stated that the Parish Council will investigate this.
A member of public mentioned that the remembrance service at the church had a very good attendance and thanked all the people that made the poppies.
Church Lane was mentioned and the Chairman, Cllr. P. Robinson stated that she had met with C Cllr Danny Brookes and took him around the village. He arranged for a highway’s inspector. The detached house was also mentioned. This will be auctioned in the future.
D Cllr Roger Dawson did not have anything to report but spoke about devolution.
FC/01/11-25 Chairman’s Welcome.
Cllr P. Robinson (Chairman) welcomed all present to the meeting and thanked them for attending. She stated that the Parish Council will treat everyone with respect and expect the same in return.
FC/02/11-25 Apologies for Absence.
None received.
FC/03/11-25 To receive Declarations of interest in agenda items under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.
None received.
FC/04/11-25 To receive and approve the draft minutes of the Full Council Meeting held on 20 October 2025.
Cllr S. Whitmore proposed, and Cllr G. Ward seconded the motion to approve the minutes and the Chairman, Cllr P. Robinson signed them.
FC/05/11-25 Chairman’s Report.
- Poppies Display and Remembrance Service on the Village Green.
A huge thank you for the effort from the people of the community who produced over 5,000 poppies.More wool has been purchased for next year.
- Beach Ability Portacabin.
Leanne came to the Full Council Meeting and spoke about Beach Ability.The portacabin is now in place and we have given space in the car park.This allows children and adults to have access to the beach with beach buggies.The funding is from LCC.This will start next Spring.Beach Ability are looking to set up as well in Mablethorpe.
- Local Businesses Christmas Lights Competition Judges.
The litter pickers have agreed to judge the competition again and we thank them for this.
FC/06/11-25 S106 Monies Update and Renovation Work Around Village.
The railings are looking good. We have put in several applications for a permit. We are waiting to install the benches and thank you to Foundations and Buildings for their hard work and they are a local business.
FC/07/11-25 Stakeholders Meeting with LCC on 21 November 2025.
The Council had a request for more bicycle parking in Chapel St Leonards. The stakeholders Meeting will be held on Friday, 21 November 2025 at 2pm-5pm at the Observatory. Cllr P. Robinson (Chairman) and Cllr C. Briggs will attend.
FC/08/11-25 Councillor’s Surgery Tuesday, 25 November 2025.
Cllr P. Robinson (Chairman) Cllr P. Hamilton and Cllr S. Whitmore to attend.
FC/09/11-25 Bus Shelter Meeting Date with LCC
LCC have funding for bus shelters. Deon Fischer would like to meet the councillors to discuss what is required. It was agreed that the meeting should take place on Thursday, 27 November 2025.
FC/10/11-25 Approve Updated Policies.
There will be an amendment to the Abusive, Vexatious Policy to incorporate ‘Parish Council’ instead of Administration Committee. In the cemetery the amendment will be that it is not a closed churchyard. It was proposed by Cllr S. Whitmore and seconded by Cllr P. Hamilton to accept the amendments and update and approve all policies. This was unanimously RESOLVED. (See Clerk’s Report).
FC/11/11-25 Christmas Light Switch on and Santa.
This will start 4.30pm until 6.30pm. The Christmas tree has been ordered. Children will be receiving presents donated by Blue Anchor. The Parish Council would like to thank them for this donation.
FC/12/11-25 Clerk’s Report
- Outgoings and Incomings Approval for October.
The Outgoings and Incomings were approved and signed by the Chairman, Cllr P. Robinson.

FC/13/11-25 Committee Update.
- Cemetery
There are 27 saplings which will take 30-40 years to grow.
- Events
- Remembrance will be held on Tuesday, 11 November 2025 at 10.45am.
- There is a programme for the Christmas light switch on.
- The gifts from Blue Anchor are wrapped.
- Chapel Belles and Church Choir will be performing after the children perform.
- D.J. Blakey will be the DJ and provide the music.
- There will be mulled wine and mince pies donated by the Spa at Chapel St Leonards.
- Environment and Amenities
Cllr P. Robinson (Chairman) suggested 2 village maps for the notice boards which will be researched by the Clerk.
- Finance
S106 monies will be in the Parish Council bank account soon.Thank you for Cllr G. Ward for helping the Clerk.
FC/14/11-25 Planning – to consider new planning applications as a Statutory Consultee and to note Planning Authority decisions.
None received.
FC/15/11-25 Date and time of next Full Council Meeting.
Monday, 8 December 2025. The meeting will start at 7.00pm as usual but tea/coffee and mince pies will be served from 6.45pm.
The Full Council Meeting concluded at 8.00pm.

There was a discussion regarding an Internal Review.
