The Meeting began with a Presentation from Steve Harris Lincolnshire County Council Emergency Planning & Business Continuity Officer

 

19/107 Apologies For Absence

Cllr Ward & Cllr Mrs Baker having considered the reasons for absence, it was unanimously agreed to accept the apologies.

The 2020/21 budget & precept figures had been discussed by the Finance Committee, sent out to all Councillors and copies handed out to the residents who were present.

The Clerk gave a brief summary of the report. It was proposed by Cllr Hibbert-Greaves, seconded by Cllr Evans and unanimously agreed that the precept should be set at the 2018/19 rate of £113669.00

19/114 Chairmans Announcements

Cllr Hibbert-Greaves proposed the following

Cllr Mrs Baker as Events Organiser Portfolio Holder

Cllr Mrs Baker as Policies & Procedures Portfolio Holder

Cllr Hibbert-Greaves explained to the Council that Cllr Mrs Baker would be working with the Clerk

On the Policies and Procedures, and each amendment would come to full council for adoption.

These appointments were seconded by Cllr Evans and unanimously agreed

 

19/115 Clerks Report

a) Recreation ground footpath – now completed, contractor will return in the spring to reseed the entrance

b) Damage on the Sea front – benches - and Chalets

c) Problems with the Christmas Tree.

There had been various problems with the tree this year, it was felt that these were caused by the size of the tree. It was proposed by Cllr Hibbert-Greaves, seconded by Cllr Barrs that investigations into having a live tree on the green all year round should be made

d) Road Safety Partnership – two more volunteers required to operate Speed Gun

e) Jonathan Challen ELDC contacted to chase the installation of the CCTV camera on the Pullover

f) Yellow lines in the Village Report Reference 4139450 – Highways to arrange a meeting with the Councillors

g) The Clerk gave a short report on the rumours being spread on Social Media concerning the Public Space Protection Order (PSPO)

The Parish Council do not employ a Dog Warden, ELDC have an Environmental Crime Officer.

The Parish Council employ a Community Warden who, together with three other staff are authorised by ELDC to issue fines for contraventions under the PSPO. The Community Warden varies his working times and days, but for health and safety reasons cannot work alone in the late evening.

All Staff have been fully trained by ELDC & the police on how to handle these matters.

They are unable to issue fines unless there is sufficient evidence of a crime being committed.

ELDC will consider issuing a fine on CCTV evidence if they are satisfied that it meets the criteria.

The Parish Council’s new CCTV cameras will be scrutinised on a regular basis. Please note that the CCTV is NOT being used to spy on people in the public toilets as suggested by a member of the public. Any member of the public who sees a crime being committed should report it to the Community Warden or the Clerk, together with details of the time and date.

19/119 Cctv – Refurbishment Update & Service Level Agreement – Sent To Councillors Before The Meeting

It was unanimously agreed that East Lindsey were in breach of the Service Level Agreement.

Therefore, the Council will not sign the agreement until the CCTV camera is in situ on the pullover.

The Clerk will advise ELDC of the Councils decision

 

19/120 Application From A Resident To Have Street Lights On Overnight On Fairfield Avenue

At the previous public participation session, a resident had given reasons for switching the lights on, on Fairfield Avenue Copies of the Policy were sent to the resident and the Councillors.

The Policy states that one light cannot be switched on – and approx. six lights would need to be switched on. The cost of this operation to the Council would be £150 per column, if actioned next time maintenance was undertaken or £300 per column if the request required immediate action.

Proposed by Cllr Barrs, seconded by Cllr Hibbert-Greaves that the request would not be sanctioned as this would set a precedence in the Village, unanimously agreed

To adopt a Privacy Notice to be added to the Web site – sent to Councillors before the meeting

Proposed Cllr Hibbert-Greaves, seconded Cllr Mrs Hamilton and unanimously agreed that the Notice be adopted, and put on the web site

It was proposed by Cllr Hibbert-Greaves, seconded by Cllr Barrs and unanimously agreed that future public participation sessions should be recorded
