MINUTES OF THE PARISH COUNCIL MEETING

7 pm on the 19th October 2020, held by way of a Virtual Zoom meeting

The Meeting began with a Public Participation Session

 

 

 

19/201 Apologies for Absence

Cllr Turton-Leivers, Cllr Ward. These absences were formally approved, by vote, having considered and accepted the reasons for absence.

19/202 Declarations of Pecuniary Interests not already registered

None

19/203 To receive the notes of the meeting of the Council held on 21st September 2020

Proposed Cllr Hibbert-Greaves, seconded Cllr Barrs & unanimously agreed that these minutes should be signed.

19/204 To receive the notes of the finance committee meeting held on 6th October 2020

Proposed Cllr Hibbert-Greaves, seconded Cllr Evans & unanimously agreed that these minutes should be signed.

19/205 To receive the Schedules of accounts for 1st September to 30th September 2020 which have

been checked by Cllr Mrs King a member of the Finance Commit

The accounts had been sent out to all Councillors before the meeting, there were no questions

It was unanimously agreed that these payments should be ratified

There were no questions, and it was agreed that they were fair and balanced

19/206 Report from LCC & ELDC Councillors

LCC – Cllr Davie reported on the following matters,

Responding to COVID, & Highways

Cllr Davie then left the meeting

ELDC - Cllr Hibbert-Greaves reported that the ELDC are monitoring the COVID situation, and staff will return to working from home.

He also reported that the devolution debate will be deferred for the time being

To Discuss any further information the Parish Council can provide, no one had any further ormation

19/209 Public Consultation re The Hub – Report sent to Councillors before the meeting

Cllr Hibbert-Greaves, Evans, Barrs & Mrs Hamilton had all been involved in the consultation,

which had about 58 visitors. There had been no modifications suggested therefore it was proposed by Cllr Hibbert-Greaves, seconded by Cllr Evans and unanimously agreed that

the architect be instructed to draw up the plans in preparation to apply for planning permission

19/210 Remembrance Day Arrangements

Three wreaths have been ordered.

The Chair will lay the wreath at the Church on the Sunday nearest to the 11th November – in accordance with the instructions from the church

11th November – Village Green – to discuss how the ceremony will be carried out in accordance with government guidelines. After careful consideration to the COVID guidelines it was

unanimously agreed that the third wreath would be laid on the village green as in previous years, however, there would be no ceremony
