Chapel St Leonards Council Minutes Of The Parish Council Meeting

Cllr Mr C Davie spoke in the public participation session and then left to attend another meeting

Before the meeting began Cllr Turton Leivers introduced Cllr S Evans to the public. Cllr Evans had already signed his declaration of acceptance of office in front of the Clerk

 

18/74 Apologies For Absence

Cllr Hibbert Greaves This absence was formally approved, having considered

and accepted the reason for absence

18/76 To Receive The Notes Of The Parish Council Meeting Held On 9th July 2018

Proposed Cllr Yaxley, seconded Cllr Keeffe & unanimously agreed that these notes should

be signed

 

18/77 To Receive The Notes Of The Parish Council Meeting Held On 16th August 2018

Proposed Cllr Keeffe, seconded Cllr Ison & unanimously agreed that these notes should

be signed

18/80 Chairman’s Announcement

The Chairman advised the Public that he had attended The Police Forum

 

18/81 Report From Cllr Davie Lcc

Cllr Davie gave his report at the public participation meeting

a) To Receive The Schedules Of Accounts For 1st July To 31st July And 1st August To 31st

August 2018 Which Have Been Checked On Behalf Of The Finance Committee By Cllr Ison

b) To Approve Payments

Elya – music festival (grant received) £1085.00

Healthmatic (106 monies received) £5100.00

PHS sanitary bin contract £ 1437.61

Noted.

 

It was also unanimously agreed that as due to time restraints some of these payments, authorised

by 2 Signatories as per the bank mandate, have already been made, they should be listed

for information only

18/83 Clerks Report

a) Bus shelter - The Bus shelter maintenance has now been taken over by Highways

b) Chapel Point – The Clerk gave an update

 

Carpark – fences have been repaired, Parking meter installed, bins & bike racks are on order.

Public Toilets – reopened, and will be refurbished later in the year.

Coast guard building – has now been signed over to the Parish Council, increasing the Council’s assets by £25000.00. The garage is to be used as a Storage/Parking facility.

Work will begin on the office in readiness for the Clerks move

Coastal Path – Work will begin within the next month, The Builders will be using the same area as the previous builders, and the Parish Council will be paid compensation for loss of income.

c) Improvements within the Village – An appointment has been made with the environment agency to discuss the placing on new ins on the seafront. Replacement bins are also planned for the Village Green, Chapel point, and the public conveniences. Funded by 106 Monies

d) Staffing – 1 member of staff on long term sick, to cover these hours 1 member of staff is working extra hours, assisted by a resident volunteer

 

The Parish Council have also employed on a temporary basis a part time Handy man, and a part time clerical assistant.

18/86 Reports From Outside Bodies

CCTV – Cllr Ison – meeting was held with Jonathan Challen & the installer – it was agreed that

the best place on the pullover to install the last camera was on the 2nd post near amphitheatre, work

will begin very soon

 

18/87 Establishing A Costal Community Team

It was agreed that for the time being the Parish Council should concentrate on the

Emergency Plan

The Emergency plan will now need to be added to the next Environment & Amenities meeting

 

18/88 Anglian Water – The Village Green – Inspection Note

The water connection on the village green needs updating, or disconnecting.

It was unanimously agreed that the Clerk should make arrangements to get the work carried out

 

18/89 Ancaster Road Toilets – Charging Over The Winter

It was proposed by Cllr Yaxley, seconded by Cllr Keeffe and unanimously agreed that the

Ancaster Road Toilets should be free of charge from the 1st November to the 31st march 2019

 

18/90 Permissions

a) To plant a tree on the Village Green in memorial

It was proposed by Cllr Keeffe, seconded by Cllr Naughton and unanimously agreed

that as the Village green is well populated at the moment, permission should be given to plant

the tree on the memorial green. Further trees can also be planted on the memorial green. This

decision should be reviewed in 5 years’ time

b) Wedding on the beach – agreed in principal – the clerk is to request further details

c) Request for a free parking space at the NSO carpark for a voluntary Seal Warden

Most emergencies are dealt with by the seal sanctuary, it was unanimously agreed to offer the

seal Warden alternative parking

 

18/91 Beach Huts At Chapel Point – Renting

It was proposed by Cllr Ison, seconded by Cllr Keeffe and unanimously agreed that the

Clerk should contact the base owners who are advertising their Chalet for rent and remind

them of their agreements
