 MINUTES OF THE MEETING OF THE ENVIRONMENT & AMENITIES COMMITTEE

Thursday 8th July at 11.15 am

Present: Cllr Barrs, Cllr Mrs Hamilton & Cllr Mrs Robinson

1. APOLOGIES FOR ABSENCE

Cllr Ward – has resigned from the committee, Mrs King resigned from the council

2. DECLARATIONS OF INTEREST

          None

3.       ELECTION OF CHAIRMAN

          Cllr Mrs. Hamilton proposed Cllr Barrs, seconded by Cllr Mrs. Robinson 

          Cllr Barrs accepted the post

4.         ELECTION OF VICE CHAIRMAN

             Cllr Mrs. Robinson proposed Cllr Mrs. Hamilton, Seconded by Cllr Bars

          Cllr Mrs. Hamilton accepted the post

5.        TO REVIEW THE COMMITTEE STRUCTURE – Sent to Councillors before the meeting

            There were no amendments, and it was unanimously agreed that the policy should be adopted

 

6.         RESIDENT’S REQUEST TO HAVE BARRIERS ON ELLIOT WAY

            This has been discussed at length and it was unanimously agreed that the Council 

          will not be erecting a barrier, the land does not belong to the Council and cannot justify 

          the expense to the tax payer.

 

7.         RESIDENT’S COMPLAINT CONCERNING THE CUTTING OF CHARLIES FOLLEY – Cllr Mrs. King

             Mrs. King was not present; however, all the Councillors had visited the area before the meeting.

          It was unanimously agreed that the contractor had fulfilled his contract to the best of his ability

          due to the recent weather conditions.  The Clerk will advise the resident accordingly.

 

8.         REPORT ON CHALETS & NEW CHALET SPECIFICATION

          The clerk requested that the committee supply her with a written specification for new chalets.

          The Clerk advised that there are 3 outstanding rent bills, and it was unanimously agreed

          That legal action should now be taken.

9.         CHAPEL POINT

          a. to discuss the erection of a flagpole outside the Parish Office suggestion from Cllr Yaxley

         The government has now advised that there should be a Union Jack flying outside all 

          government buildings, it was proposed by Cllr Mrs. Robinson seconded by Cllr Mrs. Hamilton

          and unanimously agreed that a flag pole should be erected at Chapel Point.

          b. Carpark – to include illegal parking, and permits for fishermen

          The Clerk reported that some of our tenant’s tenants are parking in the carpark without paying, there

           is also an issue concerning the placing of notice boards in the carpark, and concerns over

           the drainage.  It was agreed that the Clerk should contact our tenant over these matters.

           The Clerk reported that there are some fishermen requesting permits for overnight fishing, it 

            was proposed by Cllr Barrs, seconded by Cllr Mrs. Hamilton, and unanimously agreed to issue these at a cost of £5 a year admin charge.

            c. the removal of 2 large bushes trees near the NSO which are beginning to obstruct the NSO view.

            It was unanimously agreed to obtain a quote for these to be cut down.           

 

10.       TO CONSIDER TAKING PART ON EAST MIDLANDS IN BLOOM – suggestion from Cllr Fenton

              Cllr Fenton made a presentation; it was unanimously agreed to put this suggestion to the main

           Council 

11.     THE VILLAGE GREEN (REVAMP & 106 FUNDS)

            It was suggested that the Village green needs a makeover, it was agreed that the Clerk should contact

         ELDC to ascertain the amount of 106 Monies the Council holds, and Cllr Hibbert-Greaves will

         look for a company to do a plan.

12.     TO REOPEN TRUNCH LANE TOILETS 

            It was proposed by Cllr Barrs, seconded by Cllr Mrs. Hamilton and unanimously agreed that

         the toilets should be opened early this year due to influx of visitors.  However, Cllr Barrs asked for

         it to be noted that if there is any major damage to them, they should be closed altogether.
