Minutes Of The Meeting Of The Environment & Amenities Committee

 

Thursday 24th October 2019 at 10.00 am

1. Apologies For Absence

2. Declarations Of Interest

None

 

3. The Residents Association – Tree Of Life – The Chair Ms Shirley Pannell

Ms Pannell advised the Council that the residents association would like to raise funds to purchase a tree of life. It would be 8ft x 8ft and have hanging leaves which residents could use to commemorate any life occasions.

At this time all Residents Association require is an agreement in principal, so that fund raising could begin. No Location was agreed on. The Residents Association would take the responsibility for insurance, caring for the tree, including the allocation of leaves, and the removal of any unauthorised items

It was unanimously agreed that the Committee would recommend the agreement in principal to the main Council.

 

4. The Old Café – Meeting With Wendy Moore Lcc Funding & Community Grants

It was confirmed that although the PC need to consult with the residents over the future of the Café, it was not a requirement to use a postal vote. It was agreed that the way forward would be to use other resources – the Village Newsletter, the Parish Council Web site, and notice board, and an open meeting.

 

5. Clerk Report

a) The battlements at Chapel Point

Cllr Evans is researching grants to have this refurbished, Wendy Moore LCC is dealing with this

b) Chapel Litter pickers – Insurance, risk assessment & equipment

Cllr Evans has the risk assessment and will be meeting with the Litter Pickers to arrange the completion of the forms. It was unanimously agreed that the Council would provide jackets and pickers for all those who do not have them, anyone not willing to sign the agreement must return the equipment

c) Memorial Bench at Chapel Point

The memorial bench has arrived and will be installed next week – weather permitting

d) Flooding behind the Public conveniences & around the new office

LCC have been contacted concerning the sewerage problem which is being caused by the NSO building being connected to the Public convenience drains, instead of the main drain.

Anglian Water have advised that we need to find the manhole cover where the surface water drains to, in the first instance Cllr Mrs Baker has offered the services of her husband.

e) The work on the footpath at the recreation area will commence on the 25th November

6. Applications For Banners & Use Of Village Green, To Include Insurance

Concerns were raised that various associations within the Village are not contacting the Parish Council concerning the erection of Banners and the use of the Village Green, and

Sight of their insurance cover was not forth coming. It was proposed by Cllr Barrs & unanimously agreed, that a letter and a form should be sent to all concerned. It was also agreed that the fence around the office could be used for banners, and a copy of the letter and form would be sent to LCC to include in their booking pack.

 

7. Recreation Ground Locking & Unlocking

The Parish Council have experienced problems with the locking up of the park during the summer months, it was agreed that next season we should look to employ someone – this will be put to the Finance Committee.

 

8. Hedge Trimmer For Use With The Avant

The Clerk will look into the cost of purchasing a hedge trimmer, and take it into account when preparing the budget

 

9. Chapel Point

a) fence at the rear of the chalets

It was unanimously agreed that the fence needs replacing, the Clerk will contact the Environment Agency to accept there offer of materials and the Handy man will erect it

b) Disabled Access & sand clearing

This was again discussed, it was unanimously agreed that no action will be taken, as the access by the Office cannot be cleared of sand – there is no hard standing, there

is a safety compliant ramp for disabled access to the NSO toilets, and the Parish Council toilets are only available in season

c) Suggestion received concerning the use of the land behind the new Office

A resident suggested that we use the land behind the office as extra car parking,

It was also suggested that the land could be used as a picnic facility – this will be an agenda item at Main Council
