ENVIRONMENT & AMENITIES (E & A) COMMITTEE

EAC5/03-23 Update on Beach Hut non compliances
 
The Proper Officer advised that we are unable to compel owners to paint a brick-built hut and that several owners had begun to remedy defects noted. The committee were reminded that the inspection was annual. A member noted that hut 19 was of particular concern and this was noted by the Proper Officer.
 
EAC6/03-23 Update regarding Public Toilets
 
The committee RESOLVED that, in future years, the Chapel Point toilets will re-open from 1st March. The committee desires to see sales valuations and the approximate cost for removal of the 1974 covenant against the South Road toilet block, this will be actioned by the Deputy Clerk.
 
EAC7/03-23 Concerns about damaged verges
 
Cllr Simmons noted the damage to verges, particularly on Skegness Road. It was discussed that a car owner who had previously parked up on the verge has since moved their vehicle to nearby hard standing and the verge reinstated. It was reminded that the Fix My Street website is the go-to place to report such concerns, and that photos should be included when possible.
 
EAC8/03-23 Update on Ancaster office tenancy
 
The committee were informed that the tenant had been unable to open for business as previously anticipated, but that rents were paid up through the end of this calendar year. The Proper Officer will contact the tenant for any updates and will have a notice placed in the windows to alleviate speculation on the 
 
EAC9/03-23 To consider quotations for insurance valuations on council buildings
 
Two quotes were received and the committee RESOLVED to accept the Banks & Long quotation for this service. The deputy clerk shall instruct the valuer accordingly.
 
EAC10/03-23 To consider amalgamating utilities under a brokerage
 
RESOLVED to allow the deputy clerk to complete this work and to shift the matter to the Finance Committee going forward. 
 
EAC11/03-23 To begin discussions on longer term plans for the village amenities
 
The Proper Officer raised this item and discussions began for a 5-year plan to be investigated and to involve upgrades, refurbishment, and replacement of existing amenities. The idea of a Parish Plan will be revisited once the new council are seated.
 
EAC12/03-23 Update on regarding sponsored planters on the Village Green
 
The issue of what should be charged for annual sponsorship will be deferred to the Finance Committee. All food outlets in the village will be sent a letter reminding them of their obligations under the Environmental Protection Act of 1990, as amended.
 
EAC13/03-23 Discussion of flowers and planters following receipt of Lincoln planters
 
The committee RESOLVED to authorise a budget of £1000 to fill these planters. It was further noted that the Bell Tower needed to be cleaned, an extended cleaning pole is understood to be in the council’s possession and the Proper Officer will action this cleaning with the Operative team.
 
EAC14/03-23 Discussion regarding condition of the storage unit at the pullover

EAC15/03-23 To update the committee regarding correspondence with Stows Stores
 
The committee were advised that the matter of the grassed area behind the store had been resolved following communication between the office and the owners. A member asked about the road in front of the Vine Pub, which the deputy clerk confirmed that whilst it belongs to the pub, it was specified as a public right of way on the deeds; the pub do not own any part of the village green as was previously speculated.
 
EAC16/03-23 To resolve the date of the next E & A Committee meeting
 
Resolved as Monday 12th June at 10am.
