MINUTES OF THE PARISH COUNCIL MEETING

7:00pm on 10 October 2022 at the Village Hall

Public Participation

 

The PC were asked why no ELDC or LCC Councillors were present as they had concerns regarding Levelling Up and Highways funding, and concerns that the village may not be receiving its fair share. Deputy Clerk to extend a personal invitation to the LCC representative to attend the November meeting to address the MOPs.

A MOP enquired about the steep wheelchair access and lack of emergency egress for wheelchair users at the North Sea Observatory. As this is an LCC venture, the Deputy Clerk will contact them with the MOPs concerns to see if there is a potential resolution.

Several MOPs voiced objections to the planning permission application for more caravans on the Oakland site and indeed voiced concerns over the total numbers of caravans already in the area.

A resident of Roman Bank reminded the Councillors of their duty to the public and their Code of Conduct before voicing concerns over the LCC Proposal to create a Public Right of Way on Roman Bank. The Deputy Clerk will make an appointment with the resident to share the current position of LCC and the PC and his mobile number was taken to facilitate this appointment.

No ELDC or LCC Councillors were present.

22/154 To receive and approve the draft minutes of the Parish Council meeting held on 12 September 2022.

Proposed, seconded and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 12 September 2022 meeting which the Chair signed.

Information shared with the PC and MOPs, noting that formal consultations will be undertaken in 2023.

 

22/158 Cemetery Committee Update

Committee Chair Cllr S Whitmore reported on tree survey actions being undertaken and that pricing for weed killing are being obtained.

22/160 Environment & Amenities Committee Update

Committee Chair Cllr P Hamilton remarked on vandalism at the Play Park the previous weekend and asked if the Play Park can be locked at a fixed time in the off-season as opposed to “at dusk”. The Deputy Clerk will discuss with the Proper Officer and advise the possibilities.

 

22/161 Finance Committee Update

No Update although Cllr Christie-Smith remarked that getting banking access for the Proper Officer and getting payments back on to BACS were a priority.

 

22/162 Councillor Surgery Update

Cllrs Dalton and Robinson were present at the initial surgery and found it a success. The next date was set as 29 October and the Deputy Clerk will advertise it online accordingly.

 

22/163 Correspondence received

LALC E-news circulated to all Councillors. The Events committee commented that arrangements for Remembrance Day and Sunday are in hand and will be advertised soon. The Christmas lights switch-on details are being finalised, no Fayre will be held this year.

 

22/164 To update the use of social media agree the communications for the Parish Council

Deputy Clerk reported on Facebook and Council webpage activities, both platforms will be used in tandem to ensure the villagers and visitors are aware of the PC’s activities. The PC Resolved to promote the Village Pumpkin Trail and to support printing of the posters.

 

22/165 To consider new planning applications as a statutory consultee and to note Planning Authority decisions and receive updates on previous application consulted on

N/031/01400/22 | Planning Permission New Application - Alterations to existing layout and change of use of land to form an extension to existing caravan park to provide a total of 66no. touring caravans and 11no. static caravans. Erection of a welfare building and site plant and dry store within a fenced compound. | OAKLANDS CARAVAN PARK, SKEGNESS ROAD, CHAPEL ST LEONARDS, PE24 5UQ.

Cllrs Seabrooke and Jude declared an interest and abstained from debate and vote. The Council resolved to object based on concerns specific to SP10 of the District plans.
