MINUTES OF THE PARISH COUNCIL EXTRA-ORDINARY MEETING
7.00pm on the 12th September 2022 at the Village Hall
 
 
Present:  Cllr P. Robinson (Acting Chair), Cllr P. Hamilton, Cllr S. Whitmore, Cllr Festim (Bob) Doka, Cllr R. Christie-Smith, Cllr Charles Jude and Cllr David Simmons.

One Minutes silence observed for the death of our late Queen, Her Royal Highness Queen Elizabeth II.
 
The Acting Chair, Cllr Pam Robinson addressed the room to state the meeting could proceed in accordance with LALC rules as we had agenda items to be discussed and waiting until the October meeting would be too late given, we had not had a meeting since 25 July 2022. 
 
Public Participation
 
Members of the public raised issues about an issue with grass cutting at Charlie’s Folly – this would be resolved in the coming week, and this was welcomed news. A resident commented on the lack of speed signs, streetlights and lighting particularly on Ancaster Road. A member of the public commented that the development in South Road had no ‘proper roads’ and was concerned for safety. Members of the public congratulated the Council on the wonderful Summer Family Fun Weekend.

22/141 To receive and approve the draft minutes of the Parish Council meetings held on 25th July 2022.
Proposed, seconded and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 25th July 2022 meeting which the Acting Chair signed.

LALC E-news circulated to all Councillors.
22/145 To update the use of social media agree the communications for the Parish Council
The Council members would like to the Cllr Sue Whitmore for all the help given in setting up the FB page for CSLPC. Deputy Clerk, Stef Bristow will be monitoring the account. The Noticeboards in the village will remain as many residents do not have the internet.
Nextdoor social media will be considered, and more investigation is needed.
22/146 To approve the set-up of Committees for the forthcoming year
Proposed, seconded and unanimously approved RESOLVED to set-up the Committees and the members will be published.

• N/031/01656/22 124 SEA ROAD, CHAPEL ST LEONARDS, SKEGNESS, PE24 5RY Planning Permission - Extensions to existing dwelling to provide additional living accommodation. No issue/objections.
• N/031/01097/22 10 THE GREEN, CHAPEL ST LEONARDS, SKEGNESS, PE24 5TG Change the use, conversion of and alterations to existing restaurant to form a Chinese Takeaway. Amendment of the Order dated 27 July 2022 – No decision to date.
• S/090/00871/20 LAND AT FANTASY ISLAND, SEA LANE, INGOLDMELLS, SKEGNESS, PE25 1RH. Notice under Article 38 for a Local Development Order granting planning permission - Amendment of the Order dated 16th July 2020. Approved.

22/151. To discuss and update matters regarding a confidential legal matter relating to the cemetery. 
 
A meeting with the Barrister and Councillors will take place Monday 26th September 2022 to progress the situation.
