Public Participation

Questions were raised about former Cllr S. Evans resignation and parish council resolved to appoint as Acting Chair Cllr P Robinson for this meeting. Recently co-opted Cllrs Dalton and Christie-Smith introduced themselves at the request of a member of the public. British Divers representative gave more information to be considered for the item on the agenda. Questions were asked about employing the new Parish Clerk and pay rates.

Apologies were received from Cllr Davie.

22/001A Declarations of Pecuniary Interests not already registered

22/002 Report from ELDC and LCC Councillors

As only Cllr Williams (ELDC) was present he reported that the planning application for Regina Walk had been rejected. A new slimline monopole 5G telephone system application for outside of the Chapel St Leonards Co-op has been submitted.  A planning application has been submitted for 109 caravans on Mill Lane, between Chapel St Leonards and Hogsthorpe. Huttoft Boatshed has officially re-opened following a recent arson attack. A budgt plan has been submitted to obtain Levelling-Up funds of £20million to primarily generate jobs and reduce traffic.  The whole of the coast from Mablethorpe down will benefit. The proposal is very long and ELDC Cllr Williams is happy to discuss with anyone interested.

There was no report from an LCC Councillor.

22/003 To receive the notes of the parish council meeting 10th January 2022, Council Emergency Meeting 27th January & 4th March, Council Extraordinary Meeting 29th March 2022.

Proposed by Cllr P. Hamilton, seconded by Cllr G Dalton and unanimously agreed that all of the above minutes should be signed.

22/004 Finance Update by Cllr Yaxley

a) Agree finance for January, February and March 2022 – given that Cllr Evans has resigned and there needs to be 2 signatories the accounts cannot be finalised. Cllr Yaxley will meet with other members of council and update signatories online. As the accounts cannot be finalised internal audit cannot take place.

22/005 Ratify payments over £1000

Winters & Wooster £2352.00 Reclaimable VAT £392.00 – ratified.

22/006 Planning

N/031/00301/22 Rear Shezell, Wigg Lane – 2 semi houses with parking and turning area. Amendment to remove dormer windows and replace with roof lights.

No Objection

N/031/00553/22 Garage, Trunch Lane referred to Corna Shop – change of use extension and alterations to existing building to become a drinking establishment. 

Flagpole – erected on the ground of the Parish Council, in order to take this forward this will be discussed with ELDC to ascertain who owns the land.

22/007 Correspondence received – sent to councillors before the meeting

a) British Divers Marine Life Rescue – a request to house the PPE equipment which is a 3ftx3ft storage bin by the amphitheatre or Chapel Point, there will be no cost to the Parish Council and this would be maintained by the BDMLR. It was agreed unanimously to house this at Chapel Point, the finer details will be discussed and reported back at the next meeting.

b) Memorial Bench – a lady has requested a bench be put in place as a memorial close to the seafront. This was deferred to discuss the proposal further with the applicant to determine the precise requirements.

c) Memorial Tree- a request has been received to place a memorial tree on the Village Green of Memorial Green. A resolution was passed some time ago that there would be no more trees on either the Village Green or Memorial Green due to other events needing some space such as the Carnival. Unanimously voted against.

d) Football Area Village Hall play park – a complaint was received from a resident concerning damage to his property. Goals are close to properties and the surface is tarmac so balls bounce! The Parish Council requested some netting to be put up or raised fencing by ELDC and the representative from ELDC will discuss further with the Parish Council.  The Parish Council will find out who owns the goal posts, etc as the Parish Council rent the land from the church and maintain the land but this council are not aware of who owns the equipment. The Parish Council will write to the person who complained informing them of the new fencing/netting once it is agreed.
