MINUTES OF THE ANNUAL PARISH COUNCIL MEETING

22/74 Apologies for Absence
None. All present.
22/75 Election of the Chair
Cllr Dalton was proposed by Cllr Hamilton, seconded by Cllr Robinson and unanimously agreed.
RESOLVED that Cllr Dalton is the Chair of the Parish Council and signed the Declaration of Acceptance of Office.
22/76 Election of the Vice Chair
Cllr Robinson was proposed by Cllr Dalton, seconded by Cllr Christie-Smith and unanimously agreed.
RESOLVED that Cllr Robinson is the Vice Chair of the Parish Council and signed the Declaration of Acceptance of Office.
22/77 Declarations of Pecuniary Interests not already registered
None
22/78 To consider and approve, if appropriate, applicants for co-option
Proposed Cllr Dalton, seconded Cllr Robinson and unanimously approved
RESOLVED to co-opt Festim Doko who signed the Declaration of Acceptance of Office and joined the council by taking his seat.
22/79 Committee Appointments
Proposed Cllr Dalton, seconded Cllr Robinson and unanimously approved
RESOLVED that all members of parish council are member of the Finance and General Purposes Committee and also the Staffing Committee both committees have a quorum of three.
RESOLVED that Cllr Hamilton is the Village Hall representative.
22/80 Approval of Minutes
Cllr Dalton proposed, Cllr Hamilton seconded and approved RESOLVED to approve the minutes of the parish council meeting of 28th April 2022 and the Chair signed them.
22/81 Chair’s announcements
The Chair welcomed all councillors particularly the new councillor, Festim Doko. He also reminded everyone present that this was a new administration which was setting a new direction.
22/82 Financial Payments
Proposed Cllr Dalton, seconded Cllr Doko and unanimously approved RESOLVED to pay the amounts shown in the payments schedule

22/83 It was noted that the payments were borrowed from Mablethorpe & Sutton Town Council while the parish council’s bank mandate was updated with new signatories. The borrowed amount would be repaid to the lending council once the parish council’s banking arrangements were restored.
22/84 Report from LCC Councillor Davie
The Chair read out a written report from County Councillor Davie who apologised for his absence and touched on recovery from the Covid pandemic, priority to repair highways in spite of 25% budget cut, continued investment in health services in the county and potential for devolution in Greater Lincolnshire. Cllr Davie reflected on the challenges over the next 18months due to rising costs of living and the need to work together to help all those who need help.
22/85 Correspondence received
LALC News had been received. Council noted the invitation to apply for a grant from a £30,000 ELDC fund.
The Acting Clerk was to get prices to submit a bid to obtain more planters for the Village Green.
22/86 Planning matters
- N/031/00648/22 PROPOSED TELECOMMUNICATIONS APPARATUS, THE GREEN, CHAPEL ST LEONARDS – update received today – ELDC had refused planning permission.
- N/031/00770/22 33 ST LEONARDS DRIVE, CHAPEL ST LEONARDS, SKEGNESS PE24 5RN – Single storey extension to existing dwelling to provide additional living accommodation. Proposed Cllr Dalton, seconded Cllr Hamilton and approved RESOLVED to support this application.
- N/031/00553/22 THE GARAGE, TRUNCH LANE, CHAPEL ST LEONARDS, SKEGNESS PE24 5TU – change of use, extensions and alterations to existing building to form a drinking establishment – there was no decision yet.
22/87 Councillor Surgeries
Proposed Cllr Dalton, seconded Cllr Robinson and unanimously approved RESOLVED to implement regular councillor surgeries to be held at Il Gusto on Saturdays and the Chair and Vice Chair to agree dates with Cllr Doko and to share with the Clerk for publicity purposes.
22/88 Public toilets
Parish council discussed ideas for the future of public toilets such as privatisation, getting advice from the British Toilets Association, needs in the beach area, improved cleaning, toilet attendants, cost of annual contract to clean toilets, reducing odours, attracting income from visitor business and caravan parks, increasing entrance fees, effect on the disabled, elderly, young families and those on lower incomes. Councillors would discuss further either at Finance and General Purposes Committee or in a working group to be arranged before the next meeting.
22/89 Dates of Ordinary Meetings for the Civic Year May 2022 – May 2023
Cllr Dalton proposed, Cllr Robinson seconded and unanimously approved RESOLVED to meet on the following dates;
2022 – June 13th, July 11th, August – no meeting, September 12th, October 10th, November 14th and December – no meeting, 2023 January 9th, February 13th, March 13th, March 20th Parish Meeting, April 17th (3rd Monday) and May 15th.
