MINUTES OF THE PARISH COUNCIL MEETING

Public Participation

Members of the public raised issues about fixing the bench outside the doctors surgery, footpath representatives and volunteers and the result of the ELDC Jubilee Grant application awaited.

22/91 Declarations of Pecuniary Interests not already registered

22/92 Appointment of the Clerk and Responsible Financial Officer and approval of support arrangements while training

It was proposed, seconded and unanimously approved, RESOLVED to appoint Miss A. Maynard to be the Parish  Council’s Proper Officer, Clerk and Responsible Financial Officer from today’s date and the Chair and Miss Maynard signed the employment contract.

It was proposed, seconded and unanimously approved, RESOLVED to provide a budget of £2,000 to provide LALC support to the new officer through mentoring over the next few months.

22/92 To receive and approve the draft minutes of the Parish Council meetings held on 16 May 2022.

Proposed, seconded and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 16 May 2022 meeting which the Chair signed.

22/93 To receive and approve the draft minutes of Staffing Committee 5 May 2022.

Proposed, seconded and unanimously approved RESOLVED to adopt the Staff Committee minutes which the Chair signed.

Councillor Doko joined the meeting 7.31pm.

22/94 To consider applications for co-option and approval to the parish council, if appropriate, and to sign the Declaration of Acceptance of Office for the newly co-opted councillors.

The Clerk introduced the first applicant and it was proposed, seconded and approved RESOLVED to co-opt                  

S.Whitmore and she signed the Declaration of Acceptance of Office.

The Clerk introduced the second applicant and it was proposed, seconded and approved RESOLVED to co-opt               

C.Seabrooke and she signed the Declaration of Acceptance of Office.

22/95 Financial Payments

Proposed, seconded and unanimously approved RESOLVED to pay the amounts shown in the circulated payments schedule

22/96 Bank Mandate update

It was noted that the payments were borrowed from Mablethorpe & Sutton Town Council while the parish council’s bank mandate was updated with new signatories. The borrowed amount would be repaid to the lending council once the parish council’s banking arrangements were restored. The bank mandate update was slow as the bank would not even begin to look at it for 24 working days from receipt in early May and if they needed more information this could delay it further.

22/97 Internal Auditor appointment

The Clerk advised the Parish Council that the usual internal auditor was not available to complete the internal audit when the Annual Governance and Accounting Return (AGAR) was available so had obtained a quotation from LALC to appoint an internal auditor from their panel which will cost £280. Once and internal audit was completed an extraordinary meeting of the parish council would be called to approve the AGAR.

Proposed, seconded and unanimously approved RESOLVED to appoint LALC to provide the internal auditor.

22/98 Correspondence received

Letter from Chapel St Leonard’s Village Hall dated 14 May 2022 noted, LALC E-news 17, 24 May, 1 June received.

22/99 To adopt the Public Space Protection Order 2021 and to delegate to The Clerk in accordance with Section 101 Local Government Act 1972 the appointment and authorisation in writing of Parish Council staff to act as ‘Authorised Persons’.

Proposed, seconded and approved RESOLVED to adopt the Public Space Protection Order 2021.

Proposed, seconded and approved RESOLVED to delegate to the Clerk the appointment and authorisation of Parish Council staff as ‘Authorised Persons’.

22/100 To consider the request for a grant and, if appropriate, approve a grant to the Chapel St Leonards Village Hall charity for the refurbishment of the kitchen.

Following consideration of the plan for the new kitchen and letter requesting a financial grant it was proposed, seconded and approved RESOLVED to award a grant of £5,000.

22/101 To consider and approve the arrangements for the Family Festival 27/28 August 2022.

Parish Council noted the current acts provided by LGM and asked the Clerk to identify further acts for the Sunday for consideration at a working group on 22  June.

22/102 To consider proposals for the cleaning of public toilets in the parish and prices to be charged to the public for using them and other options.

Discussions ended with no proposals to change current charges at the moment but welcomed ongoing negotiations to reduce the cost of the toilet cleaning contract.

22/103 Planning matters

22/104 To consider and approve training courses for councillors and staff.

New co-opted councillors to undertake ‘New Councillor’ training.

Proposed, seconded and unanimously approved RESOLVED to pay £150 to join the LALC Annual Training Scheme.

Toilet cleaning contract, surgeries update, Festival update, Banking Mandate update

22/106 Dates

Parish Council meeting July 11, Working group – 22 June, Extraordinary Parish Council Meeting once the internal audit is completed to approve AGAR.

22/107 Resolve to exclude the media and public

It was proposed, seconded and approved RESOLVED to exclude the public and media to discuss confidential items relating to individuals and confidential financial matters in accordance with The Public Bodies (Admission to Meetings) Act 1960.

22/108 To discuss a confidential legal matter relating to the cemetery

Proposed, seconded and approved RESOLVED a budget of £500 to seek barrister’s advice and additional £1000 for solicitor’s costs if informal negotiations do not resolve the legal issue.

22/109 To discuss matters relating to the toilet cleaning contract.

Parish council noted progress in negotiations and RESOLVED to continue to obtain better value from the service.
