MINUTES OF THE ANNUAL PARISH COUNCIL MEETING

Held on Monday, 4 May 2026 at 7.00pm at the Chapel St Leonards Church Hall, Church Lane, Chapel St Leonards, PE24 5UJ

Present:           Cllr C. Jude, Cllr C. Briggs, Cllr J. Sieradzki, Cllr C. Naylor, Cllr F. Stevenson

APC/01/05-26     To elect a Chairman for the ensuing year (2026/27) and to receive the Declaration of Acceptance of Office of Chapel St Leonards Parish Council.

Cllr C. Briggs proposed and Cllr J. Sieradzki seconded the motion that Cllr C. Jude be elected as Chairman of the Chapel St Leonards Parish Council. There was a show of hands.  Cllr C. Jude signed the Declaration of Acceptance of Office of Chairman.  The Clerk, Valerie Worley also signed.

APC/02/05-26      To elect a Vice Chairman for the ensuing year (2026/27) and to receive the Declaration of Acceptance of Office of Chapel St Leonards Parish Council.

Cllr C. Briggs proposed and Cllr C. Naylor seconded the motion that Cllr J. Sieradzki be elected as Vice Chairman of the Chapel St Leonards Paish Council.  There was a show of hands.  Cllr J. Sieradzki signed the Declaration of Acceptance of Office of Vice Chairman.  The Clerk, Valerie Worley also signed.

APC/03/05-26      Chairman’s Welcome

Cllr C. Jude (Chairman) welcomed everyone present to the meeting and thanked them for attending.   

He stated that there will be a 15-minute public participation, and we will try to answer on the night but if not, we will get back to you.  We will treat you with respect and expect the same in return.

A member of public read out a statement and gave a copy to the Chairman, Cllr C. Jude.

APC/04/05-26      Apologies for Absence

None received.

APC/05/05-26     To receive Declaration of Interest in agenda items under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.

None received.

APC/06/05-26      To receive and approve the draft minutes of the Full Council Meeting held on 13 April 2026.

The minutes of the Full Council Meeting held on 13 April 2026 were unanimously approved and signed by the Chairman, Cllr C. Jude.  Proposed by Cllr J. Sieradzki and seconded by Cllr C. Naylor.

APC/08/05-26      Chairman’s Report

  1. Resignation of the Chairman, Cllr P. Robinson

The Chairman, Cllr C. Jude read out the letter of resignation written by Cllr P. Robinson.

‘I wish to tender my resignation as a Councillor of Chapel St Leonards Parish Council after 5 ½ years’ service, one of which I served as Vice Chairman and the last three years as Chairman.

 

It has been both a privilege and an honour, at times quite stressful, but overall enjoyment and friendships made.

 

I wish the new Council and Chairman all the very best going forward, and I know they will strive to keep Chapel a place where we can all feel proud to live.

Kind regards to all’.

 

The Chairman, Cllr C. Jude responded by saying, ‘On behalf of the Chapel St Leonards Parish Council, I would like to thank Pam Robinson for all that she has achieved during her time with the Council’.

The painting has almost finished.The three metal benches will be powder coated.

The committees update will take place at the next meeting.

The AGAR will be updated at the next meeting.

 

  1. Internal Verification

The Clerk met with the Internal Verifier on Friday, 17 April 2026.Chapel St Leonards Parish Council have a very good.It was proposed that the Council should apply for an award.The Local Council Award Scheme (LCAS) run by NALC – National Association of Local Councils.It offers three accreditation levels:Foundation, Quality and Quality Gold which is bronze, silver and gold.The purpose is to encourage, recognise and improve local councils.The Chapel St Leonards Parish Council will apply for this award.

 

  1. Outgoings and Incomings List for the month of May 2026 for approval

The Outgoings and Incomings for May 2026 were approved by the Council and the Chairman; Cllr C. Jude signed the list of Outgoings and Incomings.

The Current Bank Account:  £21,580.16 and Savers Account:  £133,896.73

APC/10/05-26      Planning – to consider new planning applications as a Statutory Consultee and to note Planning Authority decisions.

There were no planning applications at the time of the meeting.

APC/11/05-26            Date and time of next Full Council Meeting.

Monday, 8 June 2026 at 7.00pm.

The Annual Parish Council Meeting concluded at 7.16pm

It is noted that Cllr C. Naylor will be absent from the next meeting with valid reason.
