CHAPEL ST LEONARDS PARISH COUNCIL

MINUTES OF THE FULL COUNCIL MEETING

Held on Monday, 8 June 2026 at 7.00pm at the Chapel St Leonards Church Hall, Church Lane, Chapel St Leonards, PE24 5UJ

Chairman’s Welcome

Cllr C. Jude (Chairman) welcomed everyone present to the meeting and thanked them for attending.   

He stated that there will be a 15-minute public participation, and we will try to answer on the night but if not, we will get back to you.  We will treat you with respect and expect the same in return.

C. Cllr Danny Brookes spoke about the introduction of waste food caddies and brought a caddie and another utility container and stated that these will be provided by ELDC to residents soon.

A member of the public enquired about the village hall and how it was progressing regarding funding to finish the roof.  The Chairman, Cllr C. Jude replied that the village hall is separate to the Chapel St Leonards Parish Council, but he stated that things seem positive, C Cllr Danny Brookes agreed with the Chairman.

There was an enquiry regarding Six Marshes Beach and the iconic ‘Sound Tower’, an artistic viewing structure designed to amplify coastal winds. The Clerk stated that she would research this area and get back to her.

Another member of public spoke about planning permission for two plots of land that she owns. C Cllr Danny Brookes replied that he would investigate this and get back to her.

FC/01/06-26         Chairman’s Welcome

The Chairman, Cllr C. Jude welcomed everyone to the Full Council Meeting.

FC/02/06-26      Apologies for Absence

Cllr C. Naylor and D. Councillor Roger Dawson with valid reason.

The Chairman, Cllr C. Jude wished Cllr C. Naylor a speedy recovery.

FC/03/06-26     To receive Declaration of Interest in agenda items under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.

Cllr J. Sieradzki declared an interest in Item 9.

FC/04/06-26      To receive and approve the draft minutes of the Full Council Meeting held on 4 May 2026.

The minutes of the 4 May 2026 will be approved and signed at the next Full Council Meeting.            

FC/05/06-26     Chairman and Clerk to sign the Annual Governance and Accountability Return (AGAR) 2025/26

  1. Section 1 – Accounting Statements 2025/26

The Chairman, Cllr C. Jude and the Clerk/RFO signed and dated Section 1 of the Accounting Statements 2025/26.

The Chairman, Cllr C. Jude and the Clerk/RFO signed and dated Section 2 of the Annual Governance Statement 2025/26.

FC/06/06-26     Discussion on amphitheatre

The Chairman. Cllr C. Jude outlined all the work completed on the amphitheatre. It now has electrical points.

FC/07/06-26     Seafront Café

The Chairman, Cllr C. Jude explained that there had been a break-in at the Seafront Café.  A tap had to be replaced due to flooding that had been caused by the water being left on.  The Clerk will research quotes to replace a sliding window and shutters to make the café safe.

FC/08/06-26     Speed signs around village

There was a discussion on speeding cars around the village and obtaining a deterrent to reduce speeding.  C Cllr Danny Brookes stated that he would email details to the Clerk regarding Lincolnshire Road Safety Partnership which could help with signs.

FC/09/06-26     Lease of Shop Premises

The Chairman, Cllr C. Jude asked members of council to approve leasing the shop premises to Jessica Johnson, a Beautician who does facials etc.  He stated that this business would be ideal for the village and asked them to vote.  Cllr Briggs proposed and Cllr F. Stevenson seconded the motion.  It was RESOLVED that Jessica Johnson would lease the shop premises in Ancaster Avenue. Two windows need replacing.  The Clerk to research and obtain quotes for this.

FC/10/06-26     Lightwaves

Cllr F. Stevenson stated that Lightwaves will be coming again to Chapel St Leonards. They will be setting up on Thursday, 15 October 2026 and the programme will start on Friday, 16 October 2026.

FC/11/06-26     Committee Updates

  1. Environment and Amenities

Cllr C. Jude, Chairman stated that he had previously spoken about the amphitheatre and the Seafront Café.

  1. Finance

The finances are stable.There is £35,623.01 in the current account and £123,950.26 in the savers account.The car park is now ‘card only’ and it is successful with a noticeable rise in income which will benefit the whole village.

  1. Events

Cllr C. Briggs stated all the stalls for the Summer Family Festival are booked.The dates are Saturday, 29 August and Sunday, 30 August 2026.Handheld flags have been purchased along with a stamp of the Chapel Parish Council Logo. The flags will be given free at the Summer Family Festival. The posters and leaflets are being ordered.

 

FC/12/06-26    Chairman’s Report

The Chairman, Cllr C. Jude spoke about the teacup ride and bungy jumping on the village green and these will be operating throughout the summertime.  A small vintage carousel may also go on the village green in the future.

FC/13/06-26     Clerk’s Report

  1. To approve the Finance List of Outgoings and Incomings for the Chapel St Leonards Parish Council for May 2026.

The Finance List for May was approved and signed by the Chairman, Cllr C. Jude

 

FC/14/06-26    Planning – to consider new planning applications as a Statutory Consultee and to note Planning Authority decisions.

No planning applications to consider currently.

FC/15/06-26         Date and time of next Full Council Meeting

Monday, 13 July 2026 at 7.00pm.
