MINUTES OF THE FULL COUNCIL MEETING
Held on Monday, 13 April 2026 at 7.00pm at the Chapel St Leonards Church Hall, Church Lane, Chapel St Leonards, PE24 5UJ
Present: Cllr P Robinson (Chairman), Cllr C. Jude, Cllr C. Briggs, Cllr J. Sieradzki, Cllr C. Naylor

Chairman’s Welcome
Cllr P. Robinson (Chairman) welcomed everyone present to the meeting and thanked them for attending.
She stated that there will be a 15-minute public participation, and we will try to answer on the night but if not, we will get back to you. We will treat you with respect and expect the same in return.
Cllr P. Robinson (Chairman) asked if anyone had any questions.
Members of the public asked for any information that the Parish Council could provide regarding the roof repairs to the village hall. The Chairman, Cllr P. Robinson responded that the Chapel St Leonards Parish Council did not have any further information that they were able to give regarding the village hall, at this time.
A member of public asked for any updates on the village hall as it had been such a long time since people could use its facilities so the residents needed answers as to when the work would commence on the roof and it would be in use again.
Cllr P. Robinson stated that the Village Hall is separate from the Parish Council and she was unable to comment or give any timescales.
A member of public suggested arranging a meeting where the residents could attend and the Chairman, Cllr P. Robinson responded by saying this request would be passed to Chairman of the Village Hall Committee.
The Chairman, Cllr P. Robinson asked D Cllr Roger Dawson if he had anything to add. He said there wasn’t a lot to add. It will be expensive to put right, and it will take time to complete it. Funds will be needed.
Cllr P. Robinson (Chairman) introduced the Speaker, Kyle to discuss Zoky Saunascape, which is a mobile sauna business.
Kyle thanked the Council for asking him to speak at the meeting about his business idea.
He stated that he and his wife had set up a sauna company. He said he came across many barriers with ELDC but wished to thank the Chapel St Leonards Parish Council for allowing him to launch his mobile sauna business in the village.
He is now looking to develop the WW2 Pill Box at Chapel Point for a more permanent arrangement.
Kyle left some postcards for people to take, and he thanked the Council.
FC/01/04-26 Chairman’s Welcome
Cllr P. Robinson (Chairman) welcomed all present to the Full Council Meeting.
FC/02/04-26 Application for Co-option of a Councillor
The Chairman, Cllr P. Robinson introduced Mr Frank Stevenson who had made an application for the role of Councillor to the Chapel St Leonards Parish Council. She asked him if he would like to say a few words about his background and why he would like to become a Councillor.
Frank Stevenson stated that he had lived in Chapel for 11 years. He had been a Structural Engineer, and he wanted to give something back into the parish. The Chairman asked the Councillors if they wanted to ask Frank Stevenson any questions. He was asked if he would like to become a Committee Member on the Council. He replied that he would be interested in doing this. The Councillors then voted unanimously with a show of hands to accept Frank Stevenson as a Member of Council.
Frank Stevenson signed the Acceptance of Office and the Clerk, Valerie Worley also signed. The Chairman, Cllr P. Robinson invited him to take a seat with the other Councillors.
FC/03/04-26 Apologies for Absence
C Cllr Danny Brookes with valid reason.
FC/04/04-26 To receive Declaration of Interest in agenda items under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.
None received.
FC/05/04-26 To receive and approve the draft minutes of the Full Council Meeting held on 9 March 2026.
The minutes of the Full Council Meeting held on 9 March 2026 were unanimously approved and signed by the Chairman, Cllr P. Robinson. Proposed by Cllr J. Sieradzki and seconded by Cllr C. Naylor.
FC/06/04-26 Cycle Hub
The Chairman, Cllr P. Robinson stated that the Council were not happy with the original size of the cycle hub or the location. The Officer from LCC produced another plan and different location which was much more agreeable. The Council agreed in principle. The Chairman, Cllr P. Robinson asked the Councillors to vote. It was Resolved unanimously to go ahead with the plan for the cycle hub
D Cllr Roger Dawson left the meeting at 7.55pm.
FC/07/04-26 Bus Shelter
