MINUTES OF THE FULL COUNCIL MEETING

Chairman’s Welcome

Good evening

On behalf of Chapel St Leonards Parish Council, I would like to extend a warm welcome to everyone attending this evening’s meeting and thank you for taking the time to be here.

The Parish Council is committed to conducting its meetings in an open, fair and respectful manner. We welcome constructive engagement and value the views of our residents, recognising that everyone has the right to express their opinion.  We will treat everyone with courtesy, dignity and respect throughout this meeting, and in return we ask that the same courtesy and respect is shown to councillors, officers, members of the public and all those in attendance.

Public Forum

A member of public requested the answer to three questions (a) If the Parish Council had a policy of people sleeping overnight on the beach at Chapel? (b) Sand clearance and (c) Grass cutting.

The Chairman, Cllr. C. Jude stated that the grass cutting is budgeted for and there are only so many cuts per year.  Sand clearance will always be a problem, dictated by weather conditions. The Parish Council have a small digger and clear the sand as often as is possible with the Council’s resources.  The Clerk stated she would research a policy for overnight sleeping on the beach and get back via email to the member of public.

C.Cllr Danny Brookes spoke about the introduction of the new waste food bin and caddy which will be delivered to households in the area soon.

D.Cllr Roger Dawson spoke about devolution and the impact it would mean to parish and district councils in the area.

FC/01/07-26         Chairman’s Welcome

FC/02/07-26      Apologies for Absence

None received.

FC/03/07-26     To receive Declaration of Interest in agenda items under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.

Cllr J. Sieradzki declared an interest in Item 12.

FC/04/07-26      To receive and approve the draft minutes of the Full Council Meeting held on 8 June 2026.

The minutes of the 8 June 2026 were approved and signed by the Chairman. Cllr C. Jude.           

FC/05/07-26    Speed Indicator Solar quotes.

The Clerk had researched solar speed indicators, and it was resolved unanimously to acquire quotes for theses.

FC/06/07-26     Standpipe for Chalets   

The standpipe has arrived and this will supply water to the chalets.  The area has been cleared.  Work will be started very soon.

FC/07/07-26     Spring 2027 Financial increases.

There will be financial increases in Spring 2027.

FC/08/07-26      To resolve the quotes for replacement windows at the shop premises and the Seafront Café.   

It was resolved that Pipers Windows would carry out the installation of the windows at the shop premises and the Seafront Café.  There were two quotes.        

FC/09/07-26     Committee Updates

1. Environment and Amenities

The village green and surrounding areas are well kept with the planting. The metal benches on the amphitheatre will be sent away for coating soon so that they will be low maintenance.

2. Finance

The finances are stable.There is £35,623.01 in the current account and £123,950.26 in the savers account.The car park is now ‘card only’ and it is successful with a noticeable rise in income which will benefit the whole village.

3. Events

Cllr C. Briggs stated all the stalls for the Summer Family Festival are booked.The dates are Saturday, 29 August and Sunday, 30 August 2026.Handheld flags have been purchased along with a stamp of the Chapel Parish Council Logo. The flags will be given free at the Summer Family Festival. The posters and leaflets have arrived and will be distributed soon.

FC/10/07-26    Chairman’s Report

Over the past month, the Council has continued to work hard to deliver services and support to our community.  I would like to place on record my sincere thanks to our Clerk, Valerie for your dedication, professionalism and commitment with the aid of our Assistant Clerk, Jacquie, thank you both!

I would also like to add thanks to Councillors Danny Brookes, Roger Dawson and Paul Sutton for being extremely supportive.

Special recognition must be given to our Operatives, who work tirelessly throughout the year to keep our village clean, tidy and well maintained.  Their commitment, particularly during the busy summer season, often goes unnoticed, but their hard work makes a real difference to the appearance of the Village and is greatly appreciated by both residents and visitors alike.

I would also like to extend my thanks to our volunteer litter pickers.  Their dedication, community spirit and willingness to give up their own time to keep the village clean and welcoming is truly commendable.  Their efforts make a significant difference to the appearance of our Village.

This summer promises to be another fantastic one for our community.  We are delighted to see the Village Green once again hosting a variety of events for residents and visitors to enjoy. These include the Summer Festival, the annual Carnival, and the popular trampolines on the Green, along with other attractions throughout the season.  These events help bring our community together, support local businesses and provide enjoyable activities for families of all ages.  I encourage everyone to come along and support them where they can please.

FC/11/07-26     Clerk’s Report

1. To approve the Finance List of Outgoings and Incomings for the Chapel St Leonards Parish Council for June 2026.

The Finance List for June was approved and signed by the Chairman, Cllr C. Jude

FC/12/07-26    Planning – to consider new planning applications as a Statutory Consultee and to note Planning Authority decisions.  PROPOSAL:  Planning Permission – Erection of a replacement boundary wall with piers and pedestrian gate to a maximum height 2.2m.  LOCATION:   Oaklands, Skegness Road, Chapel St Leonards, Lincolnshire, PE24 5UQ.

Observations are requested no later than 27 July 2026.

Application Reference:  00930/26/FUL

No objection by the Council.

FC/14/07-26         Date and time of next Full Council Meeting

Monday, 14 September 2026 at 7.00pm.

The Full Council Meeting concluded at 7.55pm

These are draft minutes until approved at the next full council meeting.

Please note this meeting was called with two days’ notice.  As this does not meet the statutory three clear days’ notice required by the Local Government Act 1972, all decisions made at this meeting will need to be formally ratified or re-decided at a properly convened subsequent meeting to make them legally binding.
