MINUTES OF THE FULL COUNCIL MEETING
Held on Monday, 9 March 2026 at 7.00pm at the Chapel St Leonards Church Hall, Church Lane, Chapel St Leonards, PE24 5UJ
Present: Cllr P Robinson (Chairman), Cllr C. Briggs, Cllr J. Sieradzki, Cllr C. Naylor

Chairman’s Welcome
Cllr P. Robinson (Chairman) welcomed everyone present to the meeting and thanked them for attending. She stated that D Cllr Roger Dawson and C Cllr Danny Brookes were present.
She stated that there will be a 15-minute public participation, and we will try to answer on the night but if not, we will get back to you. We will treat you with respect and expect the same in return.
Cllr P. Robinson (Chairman) asked if anyone had any questions.
Members of the public asked for any information that the Parish Council could provide regarding the roof repairs to the village hall. The Chairman, Cllr P. Robinson stated that the Chapel St Leonards Parish Council did not have any information that they were able to give regarding the village hall as the Parish Council is not part of the Village Hall and the meeting is a Parish Council meeting.
A member of public stated that they would like a meeting with the Village Hall committee to have various questions answered. Cllr P. Robinson replied that the Councillors can take this forward to the Committee of the Village Hall.
Another member of public stated that she was impressed that the Chapel St Leonards Parish Council’s noticeboards were up-to-date and wanted to compliment the Council.
Cllr P. Robinson stated that D Cllr Roger Dawson and C Cllr Danny Brookes have been invaluable in trying to secure a way forward.
D Cllr Roger Dawson and C Cllr Danny Brookes agreed that there should be a meeting with the Village Hall Committee. They informed the members of public that the outcome should now be positive regarding the village hall and hopefully soon it would be resolved.
A member of public enquired about the lease of Neat Feet. Cllr P. Robinson (Chairman) explained that the Parish Council has placed a vacancy notice on the village noticeboard by law asking anyone interested in leasing Neat Feet to come forward.
Cllr P. Robinson (Chairman) asked D Cllr Roger Dawson and C Cllr Danny Brookes if they had anything to report.
D Cllr Roger Dawson spoke about an online survey with 4 different proposals regarding unitary councils and how the Government should be shaped. This is an opportunity to get input from Town and Parish Councils. He provided a handout with the link information.
C Cllr Danny Brookes informed the Council about street lighting. He stated that the street lighting policy had been £300.00 per light and now it will be £53.70 per light. Technology has changed which could make it cheaper. If the Council pay £53.70 now, they will get the money back next year. It would be up to the Council to choose which road for the lights.
Cllr P. Robinson (Chairman) thanked them for their reports.
FC/01/03-26 Chairman’s Welcome
Cllr P. Robinson (Chairman) welcomed all present to the Full Council Meeting.
FC/02/03-26 Apologies for Absence
Cllr C. Jude (Vice Chairman) with valid reason.
FC/03/03-26 To receive Declaration of Interest in agenda items under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.
None received.
FC/04/03-26 To receive and approve the draft minutes of the Full Council Meeting held on 12 January 2026.
The minutes of the Full Council Meeting held on 9 March 2026 were unanimously approved and signed by the Chairman, Cllr P. Robinson.
FC/05/03-26 Councillor Resignation – Cllr Pat Hamilton.
The Chapel St Leonards Parish Council would like to thank Cllr Pat Hamilton very much for her time served and wish her all the best.
FC/06/03-26 Chairman’s Report.
- Introducing Jacquie Hough, Assistant Clerk.
Cllr P. Robinson welcomed the Assistant Clerk, Jacquie Hough to the Chapel St Leonards Parish Council and wished her well.
- Litter Picker Sheila.
Chapel St Leonards Parish Council would like to wish Sheila who is in hospital at the moment, a speedy recovery.The Litter Pickers do a great service to the community keeping Chapel village tidy.Many thanks to them.
- Car Park at Trunch Lane.
The Chairman, Cllr P. Robinson was approached by Blue Anchor regarding work on the caravan site which meant the closure of the Trunch Lane Car Park temporary.The car park has now been resurfaced and there is new fencing and is now open again.
- S106 Monies spent and update on renovation work.
The Chapel St Leonards Parish Council replaced the rails around the village green as these had become a health and safety risk for the children due to rust and depleting metal where children could hurt their fingers.
There is a new seating area with solar energy for mobile charging. Also, a new picnic seating area on the amphitheatre with 4 new picnic signs.This area will be painted in different shades of blue. People can enjoy the view and bring their own food.
- Parish Meeting 17 March 2026
Every year the Chapel St Leonards Parish Council hold a Parish Meeting where members of the public are invited to ask questions.There will be a Chairman’s Report, ELDC Report and refreshments, teas, coffee and wine funded from the Chairman’s Allowance.
- Signs from Environment Agency
Signs have been placed on the walkways from the Environment Agency that state there will be no plastic flowers or padlocks memorabilia allowed or they will be removed.The Chapel St Leonards Parish Council have had a policy from about 18 months ago.The Environment Agency are supporting our policy.99% of the village were behind this policy which is very well supported.There is a pagoda in the Chapel St Leonards Cemetery where memorabilia can be kept.

FC/08/03-26 To Resolve Donkeys on the Beach.
It was RESOLVED in principle for donkeys to be on the beach at Chapel with further discussion.
FC/09/03-26 Clerk’s Report
- Council approval for outgoings and incomings for December 2025.
The Outgoings and Incomings for February 2026 were approved by the Council and the Chairman; Cllr P. Robinson signed the list of Outgoings and Incomings.
- Update on Operative Training.
Two Council Operatives passed the Advant Digger Licence which will contribute to clearing the sand at Chapel.Congratulations to them.
FC/10/03-26 Committee Updates
- Environment and Amenities.
It was RESOLVED to purchase village maps.
- Finance
The bank accounts are stable. The precept will be transferred to the Chapel St Leonards Parish Council Bank Account in April 2026.
FC11/03-26 Planning – to consider new planning applications as a Statutory Consultee and to note Planning Authority decisions.
Proposal: Planning Permission. Erection of 1no. pair of semi-detached houses and construction of a parking area. Location: workshop rear of Shezell, Wigg Lane, Chapel St Leonards, Lincolnshire.
No objection.
FC/12/03-26 Date and time of next Full Council Meeting.
Monday, 13 April 2026 at 7.00pm.
It is noted that Cllr J. Sieradzki will be unable to attend the Full Council Meeting to be held on 13 April 2026.
