MINUTES OF THE FULL COUNCIL MEETING

Held on Monday, 9 February 2026 at 7.00pm at the Chapel St Leonards Church Hall, Church Lane, Chapel St Leonards, PE24 5UJ

Present:       Cllr C. Jude (Acting Chairman), Cllr C. Briggs, Cllr P. Hamilton, Cllr C. Naylor,

Chairman’s Welcome

Cllr C. Jude (Acting Chairman) welcomed everyone present to the meeting and thanked them for attending.   He stated that D Cllr Roger Dawson was present and C Cllr Danny Brookes.

Cllr C. Jude (Acting Chairman) explained that Cllr P. Robinson (Chairman) was unable to attend this evening due to illness and on behalf of all members of council wished her a speedy recovery.

Cllr C. Jude (Acting Chairman) asked the members of public if they would like to speak.  One member enquired about the village hall.  C Cllr Danny Brookes stated that both Roger Dawson and him had been working hard to find grants or soft loans for funds to complete the work.  Hopefully there will be good news soon.  They will inform everyone as soon as they know and realise how crucial the village hall is.

Another member of public stated that the drain in Ancaster Road by the doctor’s surgery had flooded and believed the drains had collapsed.  C Cllr Danny Brookes directed the member of public to use fixmystreet and  stated that he would investigate this.

The litter pickers were thanked for doing a sterling job keeping the village clean and tidy.

There was an enquiry about the portacabin placed on the village green.  Cllr C. Jude (Acting Chairman) explained that it is a legal requirement to provide a welfare unit for the works on the seafront to be carried out.  This will be in place for another 10 days.

A member of public mentioned the overgrown ivy over the access path to the seafront.  Cllr C. Jude (Acting Chairman) explained that work is being carried out on the seafront, and this will be resolved.

The Parish Council was congratulated for the work on the seating area.

There was an enquiry regarding Church Lane.  C Cllr Danny Brookes stated that he had met with the Chairman, Cllr P. Robinson and she had shown him this lane and other roads around Chapel St Leonards.  This has been reported to the Lincolnshire County Council and will be in future plans.  A member of public stated that someone had been sent round to inspect Church Lane and C Cllr Danny Brookes explained that this means it is progressing.

The Chairman thanked the member of public for his input.  There were no other enquiries.

FC/01/02-26       Chairman’s Welcome

Cllr C. Jude welcomed all present to the Full Council Meeting.

FC/02/02-26      Apologies for Absence

Cllr P. Robinson (Chairman) with valid reason.

FC/03/02-26     To receive Declaration of Interest in agenda items under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.

None received.

FC/04/02-26      To receive and approve the draft minutes of the Full Council Meeting held on 12 January 2026.

The minutes of the Full Council Meeting held on 12 January 2026 were unanimously approved and signed by the Acting Chairman, Cllr C. Jude.

FC/05/02-26         Co-option of Councillors onto the Finance, Events and Environments and Amenities Committees.  To set a date for the next Events Committee Meeting.

Cllr. C. Naylor was co-opted onto the Finance and Environments & Amenities Committee and Cllr J. Sieradzki was co-opted onto the Finance and Events Committees.  The date of the next Events Committee Meeting to be finalised.

FC/06/02-26      Chairman’s Report.

Cllr C. Jude (Acting Chairman) stated that the brick pillars at the new seating area had been completed.  The work on the amphitheatre will commence next week.  The re-wiring has been completed.  He explained that the railings for the amphitheatre steps will be re-cycled from the village green and will match the area.

FC/07/02-26      Car Park – Card Payment – Resolution.     

It was RESOLVED by a unanimous show of hands for the Car Park to become card transaction only.

FC/08/02-26      Beach Chalet Rent – Resolution.

It was RESOLVED unanimously by a show of hands from members of council to increase the chalet base rent from £325.00 to £375.00 per annum.

FC/09/02-26       Water Tap for Chalets discussion

This item to be forwarded to next Full Council Meeting.

FC/10/02-26       Neat Feet Tenancy Resolution.

The Acting Chairman, Cllr C. Jude explained that the tenant of Neat Feet would like to end the lease early on 30 April 2026.  It was RESOLVED by a show of hands from members of council to release the tenant early from the lease.

FC11/02-26       Trunch Lane Car Park.

It was RESOLVED unanimously by a show of hands from the members of council that the Chapel St Leonards Parish Council will maintain the Trunch Lane car park.

FC/12/02-26      Clerk’s Report

The Clerk had nothing to report.

  1. Council approval for outgoings and incomings for January 2026.

The Outgoings and Incomings were approved by Council and the Acting Chairman; Cllr C. Jude signed the list of Outgoings and Incomings.

FC/13/02-26      Committee Updates.

  1. Environment and Amenities.

Nothing to report.

  1. Finance.

Cllr C. Jude explained that the finance was stable with £110,000.00 in the Business Account and £14,500.00 in the Current Account.

FC/14/02-26    Planning – to consider new planning applications as a Statutory Consultee and to note Planning Authority decisions.

PROPOSAL:  Erection of 1 No. dwelling (outline planning permission reference No. N/031/0204/23 for the erection of 1 No. dwelling granted on appeal 25 February 2025).

LOCATION:     Plot 3, South Crescent, Chapel St Leonards, Lincolnshire, PE24 5RQ.

No objection.

C Cllr Danny Brookes stated that 25,000 litres of paint had been recycled.  He encouraged the members of public to attend the re-cycling centre in Skegness which could save them money.  The paint is free.  There will also be tools, crutches, timber etc. which could be put by for them if they get in touch and this will save them money.

D Cllr Roger Dawson spoke about local government re-organisation and another consultation in March 2026.
