MINUTES OF THE PARISH COUNCIL MEETING
7.00pm on the 02 October 2023 at the Village Hall

Public Participation
 
A resident suggested that the Parish Council does all the grass cutting in the village, the Chair stated this would be covered later in the meeting. 
 
23/41 Apologies for Absence
Apologies were received and accepted from Cllr Caroline Seabrooke, Cllr F Doko, Cllr C Davie, and 
Cllr Steve Evans. 
 
23/42 Declarations of Pecuniary Interests not already registered.

23/43 To receive and approve the draft minutes of the Parish Council meetings held on 11 September 2023.
Proposed, seconded, and unanimously RESOLVED to adopt the draft minutes as the adopted minutes of the 11 September 2023 meeting which the Chair signed.
 
23/44 Chair’s Report
a. Tendering process for grass cutting – beginning of process - The Chair explained that the contract for grass cutting was a three-year contract and that this needed a careful review of the existing contract along with additions and subtractions, this would be a thorough review and rewritten in places to be clear of what is expected with a timetable to avoid any late cuts or large gaps between cuts. The Chair moved agenda item C to this part of the meeting as it was appropriate to do so. The current operatives could not take on the grass cutting contract as it is a very large area to cover, however, they are going to take on extra duties of cutting of various points in the village and further details will follow once the contract has been drawn up. It was said that District used to be responsible for grass verge cutting and the Clerk will find out when that changed and report back to the Chair for the next meeting.
b. MUGA fencing update (Multi Use Games Area) – The on-going problem the existing fence has been investigated and the fence needs to be compliant with the new rulings, there has been a quote which ran into thousands of pounds, the Council is getting further quotes.
c. Grass Cutting – see above.
d. Toilets – In past years the toilets at Ancaster Avenue have been placed on ‘Free’ entry. Tthis year and going forward they will not be free, due to the expense of the water and electricity. The toilet charge will stay at twenty pence. 
e. Chain of Office – The chair attended an event in Skegness on Lincolnshire day on Sunday 1st October and this proved to be a good networking day. The chain of office has not been updated for 10 years and this is now being rectified. Once all the names and dates of office have been collated the chain will be sent to Birmingham to have the links engraved and the chain cleaned. At this point the chair announced the renaming of the Lincolnshire Coastal Country Park to the Queen Elizabeth Memorial Coastal Country Park in honour of Queen Elizabeth 11. The park stretches along the coast from Sandilands to Chapel St. Leonards and incorporates eight nature reserves and miles of sandy beaches.
 
 
 
 
23/45 Cemetery Committee  
The Chair of the Cemetery Committee reported that row and plot markers have been received and are going to be in place, operatives are making new signage to make it clear that memorabilia should not be placed on graves. The Cemetery is looking neat and tidy.
 
23/46 Administration Committee 
The Chair reported that there may be the potential to dispose of South Road toilets, but this is an on-going discussion. There were no further details to report.   
 
23/47 Events Committee 
The Chair of the Events Committee reported that next year’s Summer Family Fun weekend stalls had already been sold and that the entertainment had been booked.
Remembrance Day – Saturday 11 November on The Green, knit and natter group have made over two hundred poppies for the Bell Tower, Sunday 12 November at Chapel St Leonards Church, Church Lane.
Xmas – Light Switch On is Friday 24 November and all preparations have been done, it is a surprise for all and very impressive.

Planning Permission - Alterations to existing caravan park which previously had permission for 66 no. touring caravans and 11 no. static caravans to provide an extra 5no. touring caravans bringing the park total up to 71 no. touring caravans and 11 no. static caravans. 5 objections on the planning portal re: noise and disturbance. No more updates, our position remains the same.
