MINUTES OF THE PARISH COUNCIL MEETING

7.00pm on the 13 November 2023 at the Village Hall

Public Participation

 

A resident thanked the Council and staff for the painting and repair of the bench outside the doctor’s surgery.

A resident commented that Acacia Avenue was still in a poor state of repair, and they had been promised this was going to be re-surfaced. They also commented on items on the agenda that we no longer use for example Any Othe Business. These comments were addressed by the Chair and Clerk.

There were some residents who had missed the earlier extra-ordinary meeting regarding Christmas decorations and therefore several comments were made about lights, trees, and donations. There was also a comment that all businesses open on the evening of the lights switch-on, but this was counterbalanced by the fact it was not worth their while from a monetary point of view.

A resident thanked the Council for Remembrance Day and stated the poppies looked wonderful.

There was a request that Cllr Colin Davie investigate floods and our sea defence, and the Clerk will contact him and ask for a talk about this for the New Year. Cllr C Jude had a good relationship with Van Noord who are responsible for the sea defences through the Environment Agency and Cllr Jude would arrange for them to also give a talk in the New Year.

Cllr Dawson mentioned that Mrs C Young, Village Hall had written a grant application to help with the expense of the bay markings in the Village Hall car park and awaits the outcome.

Chapel Village news – this is no longer in publication and Cllr Dawson asked for any one from the village to come forward and take this on.

Cllr Dawson spoke about bird scarers and that they were needed for farmers crops but perhaps not so frequently and that he would investigate this and report back.

Cllr Dawson had been recruited at ELDC to the Policy Committee regarding sustainability, size of village(s), new services and businesses, a new formula for this will be sent to all parishes and Cllr Dawson asked we fill the form in.

Cllr Dawson mentioned planning regarding our recent visit by the traveller community and advised that he would ask for more guidance and support, however, our Chair, Cllr Pam Robinson had already set the motions in place and the Police and Counsellors would meet in the New Year to discuss their needs.

Cllr Steve Evans was still investigating the idea of mobility spaces in the car park near the bus station, this is on-going.

Cllr Robinson read out a report from Cllr Colin Davie:

The signs along the coastal path will change to Queen Elizabeth II Memorial Lincolnshire Coastal Country Park. The County Council have made a formal bid for this area to be a UNESCO World Heritage Site.

Recent areas of Lincolnshire have been flooded and this includes seven hundred homes, and we are looking into ways to alleviate this in the future.

Acacia Avenue is still on the list for resurfacing and a report is expected soon.

 

 

 

 

 

 

 

 

23/40 Apologies for Absence

Apologies were received and accepted from Cllr Colin Davie (LCC).

23/42 To receive and approve the draft minutes of the Parish Council meetings held on 02 October 2023.

Proposed, seconded, and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 02 October 2023 meeting which the Chair signed.

23/43 Meeting Closed at 8:00pm

23/44 Deliberation on co-option applications – Three applications have been received from Mr Sean Donovan, Ms Beth Holmes, and Mrs Sandra Wood – all are eligible to be Councillors and therefore a vote can continue. The Chair had asked the candidates a couple of questions each about what it means being a counsellor and how much time is needed to be given. The Chair and fellow Counsellors were happy with the answers.

23/45 Vote on co-option – The Council has three spaces, and we have three candidates so as none were disqualified they were all accepted.

Meeting re-opened at 8:15pm and the new Councillors took their place at the table and sign their acceptance forms in front of the Clerk who witnessed the signatures.

 

23/46 Chair’s Report

  1. Remembrance Day – The Chair thanked the public for their support, one hundred and fifty people gathered on the Village Green to pay their respects, the PA system supplied by the Council meant all could her the service and three wreaths were laid. The Chair thank the Knit & Natter Group for making the wonderful cascade of poppies, helped of course by the Chair and Cllr Whitmore who spent two hours making a poppy each! The Sunday Service was well attended also, and the Chair did a Bible reading, this is the first time a Chair of the Parish Council has been asked to do this so it was a great honour and privilege to serve the community in this way and the Chair will continue to support the Community.

 

  1. Competition for businesses – there is a best lights competition for businesses to be independently judged by Mick Mangham who does a lot of charity work for the village, this will take place week beginning 20 November and the winner will be announced by the Chair at the Christmas Lights Switch-On 24 November 2023.

 

  1. Grass Cutting – Tender on Parish Council website, noticeboards and Facebook and has been adjusted to fit in more cuts and the grass verges, this has been made possible by bringing more cutting/strimming in-house to be done by our operatives to include but not exhausting the Memorial Green, footpaths to sea wall and area around the toilets on Ancaster Avenue

 

23/47 Cemetery Committee

The Chair of the Cemetery Committee reported that everything was looking good,

and they are awaiting the arrival of the report from the tree surgeon.


 

23/48Administration Committee

The toilets at Chapel Point will be closed from 3 November for winter, the cleaner will do a deep clean on 4 November and then they will be drained down.


 

23/49 Events Committee

The Chair of the Events Committee reported that Remembrance Day was well attended, and they ran out of leaflets as they had printed seventy but had one hundred and fifty residents in attendance.

Christmas Light Switch-On is 24 November, gifts for children are free and if anyone wants to help wrap them, please go to Benbows on Thursday 16 November.
