DRAFT MINUTES OF THE PARISH COUNCIL MEETING
7.00pm on the 17 April 2023 at the Church Hall

Public Participation
 
A member of the public (MOP) raised the question of the amount of grass cuts at Charley’s Folly, they were informed it was now 8 per year and they were happy with this. A MOP congratulated the Council on the flower beds and general look of the village green. The Village Hall voiced their concern that children and parents from the play park were using the toilets in the Village Hall when events were going on, the Portaloos that were suggested were dismissed on grounds of vandalism and not looking aesthetically pleasing.  The Village Hall will put signs on the front door with directions to the nearest public toilets. 
 
23/226 Apologies for Absence
Apologies were received and accepted from Cllr R Christie-Smith.
23/227 Declarations of Pecuniary Interests not already registered.

23/228 To receive and approve the draft minutes of the Parish Council meetings held on 13 March 2023.
Proposed, seconded, and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 13 March 2023 meeting which the Chair signed.
23/229 Cemetery Committee – 
The Chair of the Cemetery Committee reported that the clearing of the graves due to non-compliance was going as planned, the pagoda is full of items to be collected and each contact has been informed that they can collect their items at any time. Going forward there will be plaques in place to define rows and plots. It had been RESOLVED that £1095.00 be used to fit the French drain (drainage along the back row). 
23/230 Environment & Amenities Committee – The Chair of the E&A Committee reported that toilets and the cleaning of are still an issue and will be revisited at the next meeting. The operatives’ vehicle ‘Chappie’ has been in Beltons Auto Service waiting for parts for repair and the Chair of the E&A Committee wanted to express how well the operatives pulled together to keep the bins emptied with arranging ELDC to collect the bags from various points in the village and thanks to the handyman for using his own trailer to transport waste. At the end of this agenda, we will discuss the vehicle situation. Cllr Pam Robinson visited the Spar, and they donated ten bags of compost and flowers/plants for the twelve hanging baskets to be placed around the village green. There has also been a promise of mulled wine and mince pies plus lights for the Christmas events and Easter eggs donated to the local school by the Spa Manager, Heather.
23/231 Events Committee – The Chair of the Events Committee reported that the bunting and flags were ready to be in place for King Charles III Coronation and they would be taken down and used again for Summer Family Fun Day will take place over Saturday 26 and Sunday 27 August. It was RESOLVED that we book Popcorn Media stage at a cost of £2520.00.
It was RESOLVED that any stall with Charity status for example the Village Hall is a registered charity does not have to pay for the stall, those with Community non-profit voluntary group for example the Tombola will pay a voluntary contribution of £1.00, however if any of them are hiring a gazebo full price of £10.00 per day is payable.

23/233 Elections
The current councillors are uncontested and will remain as per the details on our noticeboards. There will be the Annual Parish Council Meeting on 15 May 2023 at 7.00pm in the Village Hall whereby the Chair, Vice Chair and Councillors will be decided for year 2023/24, Committees may also be decided at this meeting.
The Annual Parish Meeting will take place on Monday 22 May 2023 at 7.00pm, Village Hall, food and refreshments will be served. 
 
23/234 Councillor Surgery Update
It has been proposed to hold the Council Surgery at the Church Coffee morning that takes place at the Village Hall on the last Thursday of each month, this will see many villagers and the take up of our services will increase. Cllr Sue Whitmore will consult with Sue, Church Warden to see if this is a possibility and the time of 10:30-11:30 was suggested. Mrs C Young, Village Hall was in attendance and agreed with this option, Mrs Young would consult with Ivor the caretaker to approve this. The Cllrs Jude, Robinson and Hamilton will be at the surgery and will report back on the progress of this matter. 
 
23/235 Correspondence received -
a) LALC E-news circulated to all Councillors.
b) The Meadow School letter – a thank you letter received for the Council stating how the children enjoyed the beach at Chapel St Leonards Point and collected 15kg of plastic waste.

23/236 To consider new planning applications as a statutory consultee and to note Planning Authority decisions and receive updates on previous application consulted on
 
• N/031/00648/22 PROPOSED TELECOMMUNICATIONS APPARATUS, THE GREEN, CHAPEL ST LEONARDS – PLANNING PERMISSION - Determination of whether Prior Approval is required for the siting and appearance of the 15.0m Phase 9 slimline Monopole and associated ancillary works. Appeal. No outcome to date.
• N/031/01400/22 OAKLANDS CARAVAN PARK, SKEGNESS ROAD, CHAPEL ST LEONARDS, PE24 5UQ - Planning Permission - Alterations to existing layout and change of use of land to form an extension to existing caravan park to provide a total of 66no. touring caravans and 11no. static caravans. Erection of a welfare building and site plant and dry store within a fenced compound. Amendments. Permission granted.
• S/090/00280/23 LAKELAND TOURING PARK AND KINGFISHER LAKE, TRUNCH LANE, CHAPEL ST LEONARDS PE24 5TU - Planning Permission - Erection of a building to use as a fishing tackle shop and for storage. Permission granted.
• N/031/01891/22 LAND ADJACENT MILLERS LEISURE CENTRE, THE ESPLANADE, CHAPEL ST LEONARDS – Planning Permission – Change of use of the land for the siting of 11no.chalets – CSL Parish Council raised concerns and objected due to concerns over the entrance to Sandy Lane and pedestrian use at the approach to the Esplanade. Amendments date for observations 28/04/2023 – Councils position remains the same and our objections will be noted.
• N/031/00061/23 3 SOUTH ROAD, CHAPEL ST LEONARDS. SKEGNESS PE24 – Planning Permission – Rear single storey extension to the existing dwelling to provide additional living accommodation, existing outbuilding to be demolished. Permission granted.
• EC/031/00415/21 64 SEA ROAD, CHAPEL ST LEONARDS, SKEGNESS PE24 5SA – Erection of fence exceeding two metres in height adjacent to a highway. No objections.

Annual Parish Council meeting Monday 15 May 2023, 7pm, Village Hall. 
 
23/238 Additional Item – Operatives Vehicle
 
This late item has occurred due to the current vehicle breaking down beyond normal repair, the parts must be imported and are difficult to source. The garage is patching two pieces together to make a part that will fit the engine and the garage have advised us this can go again at any time. It is now a case for buying a new vehicle and this will go before the Finance Committee to determine the spending power and then another full council meeting to discuss what type of vehicle and in consultation with the operatives who use the vehicles.
Electric vehicles are too expensive now, and we do not have power supplies. In the meantime, Cllr Jude will consult with the operatives.
