MINUTES OF THE PARISH COUNCIL MEETING

Public Participation
Cllr Colin Davie gave his report at the beginning of the public session as he was due to attend another meeting and his time was limited. Cllr Davie mentioned the delayed beach nourishment programme that was now back on track and that he was due to attend an in-depth meeting regarding the National Grid. There is currently a proposal to take 150 hectares of land for a substation and John Haig (MP), Roger Dawson (ELDC) and Cllr Davie are all in opposition to this and would like it off land as it will not benefit anyone in the local community. Acacia Avenue is on the list for the whole road to be re-surfaced. There is a proposal to make this part of the coast a UNESCO World Heritage Site and this has now gone to the second stage and Cllr Davie is hopeful. Cllr Davie answered questions regarding the bridle path at the rear of Millers Bar and gave a contact of Matt Davey for clearing the path and perhaps ask for fencing to be erected, ELDC are to be informed of any fly-tipping as this is a serious problem all over the county. Cllr Davie recognised that Lincolnshire is underfunded by 14% less than any other part of the country and will campaign for further funding. Cllr Davie left at 7.25pm
A concerned parishioner asked about the two fields for sale on Skegness Road, it is currently agricultural land, and they were worried about more caravans. There is no planning on the land yet and from one of our caravan site owners given its location and lack of utilities it would not be a viable proposition for this use. A parishioner wanted to thank the Parish Council for their good work regarding keeping the precept down and the lovely green in the centre of the village looking so nice. A parishioner mentioned the use of weed killer in their neighbourhood that is not pet friendly and we will investigate this. Charley’s Folly needs cutting and the member of public who raised this was informed it was on the list to be cut that week, but the warm weather has been causing everything to grow at speed and it was also acknowledged that the footpaths need cutting and will also be done.
Our new ELDC Cllr Roger Dawson acknowledged the public and informed them he will be on the ELDC Planning Committee and will help us with any new proposals and that he was happy to be at his first meeting with us – Cllr Dawson also had to leave for another meeting and departed at 7.53pm.
Concerns were raised about the bench outside Ancaster Avenue, Drs Surgery and the Clerk will look into approaching the surgery to remove it on Health & Safety grounds.

23/03 To receive and approve the draft minutes of the Parish Council meetings held on 15 May 2023.
Proposed, seconded, and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 15 May 2023 meeting which the Chair signed.
23/04 Cemetery Committee
The Chair of the Cemetery Committee had sent apologies for absence; however, the Cemetery Committee will meet before the next Parish Council meeting and there will be a report at that meeting.
23/05 Environment & Amenities Committee
The E&A Committee had met in the morning of 12 June and the new Chair is Cllr Pam Robinson. It was proposed that the name be changed to the Administration Committee, and this was RESOLVED with Councillors voting unanimously in favour of the change of name.
23/06 Events Committee
The Chair of the Events Committee had sent apologies for absence; however, the Events Committee will meet before the next Parish Council meeting and there will be a report at that meeting. Summer Family Fun was going well, and all acts and stalls fully booked.

23/08 Personnel Committee
It was proposed, seconded, and unanimously approved RESOLVED to change the Terms of Reference to reflect that 2 persons can make the Personnel Committee quorate.
23/09 Chapel Enhancement Project
With funding available last year, the Parish Council purchased another 3-tier planter to go on The Green and there is now some funding available this year to purchase some more items to make our village look nice. Compost was donated by the Spar, and they will donate flowers as they become available. Chapel Garden Centre donated all the plants for our first planter last year and gave a very large discount to buy the plants for the second planter.
Last week ELDC cut the grass outside the Old Office on Ancaster Avenue, but the grass was left behind and our operatives moved 37 bags of grass. It would be easier for us to keep this in-house and request to purchase a Mountfield Self Propelling petrol mower.
It was proposed, seconded, and unanimously approved RESOLVED to purchase the Mountfield Self Propelling petrol mower.
23/10 Councillor Training
The Councillor Training takes place on Wednesday 21 June at Mablethorpe between 6-9pm.
Cllr Festim (Bob) Doko cannot attend due to work commitments.
Cllrs Jude and Whitmore will travel together.
Cllrs Robinson, Hamilton, Seabrooke and Christie-Smith will travel together.
23/11 Councillor Surgery Update
The surgeries have been well attended since they have moved to the Church Coffee morning that takes place at the Village Hall on the last Thursday of each month (10.30-11.30am).
The next surgery will take place on 29 June with Cllrs Robinson, Hamilton, Christie-Smith and Seabrooke in attendance. There will be notices inside and outside of the Village Hall advertising the surgery.
One of the parishioners complimented the council for their visibility at the Village Hall meetings, this means the public get to know who the councillors are and feel confident to speak with them.
23/12 To consider new planning applications as a statutory consultee and to note Planning Authority decisions and receive updates on previous application consulted on
• N/031/00648/22 PROPOSED TELECOMMUNICATIONS APPARATUS, THE GREEN, CHAPEL ST LEONARDS – PLANNING PERMISSION - Determination of whether Prior Approval is required for the siting and appearance of the 15.0m Phase 9 slimline Monopole and associated ancillary works. Appeal. No outcome to date. Third appeal is with the Secretary of State and still waiting for the outcome.
• N/031/01891/22 LAND ADJACENT MILLERS LEISURE CENTRE, THE ESPLANADE, CHAPEL ST LEONARDS – Planning Permission – Change of use of the land for the siting of 11no.chalets – CSL Parish Council raised concerns and objected due to concerns over the entrance to Sandy Lane and pedestrian use at the approach to the Esplanade. Amendments date for observations 28/04/2023 – Councils position remains the same and our objections will be noted. No further updates.
• EC/031/00415/21 64 SEA ROAD, CHAPEL ST LEONARDS, SKEGNESS PE24 5SA – Erection of fence exceeding two metres in height adjacent to a highway. No objections. Laurel Hedge has been erected and the fence set slightly further back.
