MINUTES OF THE PARISH COUNCIL MEETING

Public Participation

 

A member of the public raised the question of what was going to happen to the Hub at Chapel Point, what could it be used for? Another member of the public suggested a second-hand shop. It was also mentioned as a storage facility for the Parish Council’s motor vehicles and grass cutters etc and also a youth club. Another member of the public suggested a public meeting to ask the residents of Chapel St Leonards what they thought it could be used for.

23/200 Declarations of Pecuniary Interests not already registered

23/201 To receive and approve the draft minutes of the Parish Council meetings held on 12 December 2022.

Proposed, seconded and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 12 December 2022 meeting which the Chair signed.

23/202 Cemetery Committee – there are no updates, the next meeting is on Wednesday 11 January 2023.

23/203 Environment & Amenities Committee – this has been postponed  due to ill health and will be rescheduled when the Chair of the Committee has recovered. They will inform the office of a new date.

23/204 Events Committee – The meeting has been postponed and the Chair of the Committee will inform the office of a new date.

23/205 Finance Committee

  1. The first draft of the budget and precept was RESOLVED to keep the precept the same as last year per household.
  2. Proposed, seconded and unanimously approved RESOLVED to pay the amounts shown in the circulated payments schedule.

23/206 The Hub – there had been a public consultation in previous years and this was before the North Sea Observatory Seascape Café was completed and these plans were drawn up by architects as a community space. The work could not be started as we went into a lockdown and after that no builder wanted to take the work on, the Hub remains empty. Lincolnshire County Council drew up and agreement that the Hub would not be used as a commercial property. It was RESOLVED that the Clerk would gather information form the office and any legal papers pertaining to the Hub and this would be discussed further at the meeting in February when the Council have more facts.

 

 

23/207 Councillor Surgery Update

To encourage a higher attendance the surgeries need to be advertised on FB, Noticeboards throughout the village and to ask the Co-Op if Councillor’s can have a table in the entrance of the Co-Op to promote the surgeries and work they do. Cllr C Jude is happy to organise this and have 4 other Councillors present, this is hoped to be done in March and June to avoid peak holiday season.

Saturday 25 February - Cllrs S Whitmore and D Simmons will be in attendance.

23/208 Correspondence received -

LALC E-news circulated to all Councillors.

 

23/209 To consider new planning applications as a statutory consultee and to note Planning Authority decisions and receive updates on previous application consulted on

 

  • N/031/01891/22 LAND ADJACENT MILLERS LEISURE CENTRE, THE ESPLANADE, CHAPEL ST LEONARDS - Planning Permission - Change of use of the land for the siting of 11no. chalets – It was RESOLVED to object due to concerns raised over the entrance on Sandy Lane and pedestrian use at the approach to the Esplanade. No decision made to date. A few more objections raised.

23/211 To resolve to exclude the public and media to discuss confidential items relating to individuals and confidential financial matters in accordance with The Public Bodies (Admission to Meetings) Act 1960

 

23/212 Personnel Matter – There had been a Personnel Committee Meeting on the morning of 09 January 2023, it was decided to make a small change to staffing. This change would be a change of title and salary and an extra amount of work. It was RESOLVED to advertise the post of Senior Operative, internal applicants only, salary to be in-line with NJC salary scales.
