MINUTES OF THE ANNUAL PARISH COUNCIL MEETING

01/23/24 – Election of Chair for the ensuing year (2023/24)
Cllr Pamela Robinson was proposed by Cllr P Hamilton, seconded by Cllr C Jude, and unanimously agreed.
RESOLVED that Cllr P Robinson is the Chair of the Parish Council and signed the Declaration of Acceptance of Office.
02/23/24 – Election of Vice Chair for the ensuing year (2023/24)
Cllr Charles Jude was proposed by Cllr P Robinson, seconded by Cllr R Christie-Smith, and unanimously agreed.
RESOLVED that Cllr C Jude is the Vice Chair of the Parish Council and signed the Declaration of Acceptance of Office.
Public Participation
A resident raised the question of the amount of missing manhole covers – they were taken and weighed in as scrap a problem that has been County wide in recent months, these will be replaced over the coming months. There are no plans now to used hardened plastic as a replacement.
It was also mentioned that our general road infra-structure, potholes etc were below standard – this is also a problem all over the country and we are not as bad as some counties, there is also Fix My Street which is useful and available to anyone to report the roads.

07/23/24 Committees
The future Committees will consist of Cemetery, Finance, Personnel, Events, and a possible name change for Environment & Amenities to Administration Committee, this will need further discussion and a sate for this will be decided at a later date.
08/23/24 To approve the Chair’s allowance for the Year 2023/24
It was unanimously agreed and RESOLVED that the Chair’s allowance for the Year 2023/24 will increase from £500 to £600.
09/23/24 Minutes - To receive and approve the draft minutes of the Parish Council meetings held on 17April 2023 and the minutes of the Extra Ordinary meeting on 27 April 2023, Personnel Committee meeting held on 20 April 2023.
To receive and approve the draft minutes of the Annual Parish Council meeting held on 16 May 2022.
Proposed, seconded, and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 17 April, 27 April 2023, Personnel Committee meeting minutes 20 April 2023, and the Annual Parish Council meeting16 May 2022 which the Chair signed.
10/23/24 To receive note for the Committees:
Cemetery Committee –
The Chair of the Cemetery Committee reported that the markers and plaques to define rows and plots had arrived. The Chair visited the cemetery last Sunday and reported that it was looking neat and tidy after the clearance of ornaments and being mowed.
Environment & Amenities Committee – The Chair of the E&A Committee reported that they had not met and there was nothing to report.
Events Committee – The Chair of the Events Committee reported that the Summer Family Fun Day was on track and that the stalls were full. There is a meeting on Wednesday 17 May 2023 and before the meeting the Chair of Events will attend the Knit & Natter Group at the Church Hall to discuss the possibility of knitting poppies/box topper for the Remembrance Day, November 11th.
Finance Committee – The Chair of the Finance Committee reported that the balances on the accounts at the close of business on 15 May 2023 were as follows:

Personnel Committee – As above minutes approved and information contained therein. Please note that the Parish Office is now open every day, and the hours are on both Parish noticeboards and will be published in the Parish Newsletter.
11/23/24 Chair’s Announcements
• Toilets – The expensive cleaning contract with Winters & Wooster has been terminated. We have employed a local person to clean Ancaster toilets for 1 hour each day and Trunch Lane will be cleaned by the operatives as they are only open during the summer six-week holidays. The Point toilets will be cleaned by our local cleaner during the summer.
• Hub – There will be a public consultation on Monday 3 July 2023 to discuss the Hub’s possible uses going forward. It was noted that the Hub can be used for any purpose other than a food outlet. The Parish Council welcomes suggestions from residents on what it should become considering viability, feasibility, power to pay and who pays for what.
• Ancaster Office – The previous tenant is no longer at the Ancaster Office. As of 1 June 2023, this will be rented to local Foot Health Care Practitioner, Mrs Zoe Lakin who is looking forward to welcoming clients.
• Operative’s new vehicle – Cllr C Jude and Senior Operative Jon Maskrey went to look at a new vehicle for the use along seafront and around the village as the original vehicle Chappie (Piaggio) was becoming increasingly unreliable and getting parts was proving very difficult. The vehicle chosen was Blue Ford Ranger 2.2Tdci with full-service history/mileage, a years’ warranty, MOT and two new tyres for a cost of £13,995. There are eight panels on the vehicle, and we are proposing to get sponsorship at £100 per panel for local businesses to advertise, this would be a one-off payment. We will be keeping Chappie and we may be able to source spare parts from a company in the south which Cllr Jude will report on at a later meeting. It was RESOLVED to call the new vehicle ‘Lennie’ as suggested by a resident, this means we would have Chappie as in Chapel and Lennie as in Leonards = Chapel St Leonards.
12/23/24 Councillor Surgery
The last Councillor Surgery took place at the Church Coffee Morning, Village Hall and was a great success as this proved to be more accessible for people, Cllrs Jude, Whitmore, Robinson, and Hamilton were in attendance and as this was such a success the surgeries will continue at this event. The next meeting is Thursday 25 May 10:30-11:30am with Cllrs Christie-Smith, Jude, Hamilton & Seabrooke in attendance.

16/23/24 – Planning - To consider new planning applications as a statutory consultee and to note Planning Authority decisions and receive updates on previous application consulted on
• N/031/00648/22 PROPOSED TELECOMMUNICATIONS APPARATUS, THE GREEN, CHAPEL ST LEONARDS – PLANNING PERMISSION - Determination of whether Prior Approval is required for the siting and appearance of the 15.0m Phase 9 slimline Monopole and associated ancillary works. Third appeal, the Parish Council object as before. No outcome to date.
• N/031/01891/22 LAND ADJACENT MILLERS LEISURE CENTRE, THE ESPLANADE, CHAPEL ST LEONARDS – Planning Permission – Change of use of the land for the siting of 11no.chalets – CSL Parish Council raised concerns and objected due to concerns over the entrance to Sandy Lane and pedestrian use at the approach to the Esplanade. Amendments date for observations 28/04/2023 – Councils position remains the same and our objections will be noted.
17/23/24 Timetable of Meetings 2023/24 – as per attached paperwork the timetable will be published on the two Parish noticeboards and the Chapel St Leonards Parish Council website.
The next Parish Council meeting will be Monday 12 June 2023, 7pm, Village Hall.
The Annual Parish Meeting with refreshments and buffet will take place on Monday 22 May at 7pm, Village Hall and all residents welcome, it is residents’ chance to ask question and make suggestions to ensure the future success of our beautiful village.
