MINUTES OF THE PARISH COUNCIL MEETING
7.00pm on the 10 July 2023 at the Village Hall

Public Participation
A resident told the public that Chapel St Leonards appeared as part of an article on coasts in the Sunday Times and the review was very good and deemed CSL an ideal and safe place to visit.
Wellvale car park is currently closed for filming, and this poses no problem to the public, it was a decision by ELDC as they own the car park. Members of the public can walk around the edge of the car park if they wish to use this as a ‘cut through’.
There is a new MP for Boston & Skegness, Matt Warman MP, they replace Victoria Atkins MP.
A concerned parishioner mentioned the land on South Road and their concern over the trees/shrubs at the back of the field near the dyke, this is only allowed to be cut by ELDC. Planning for lodges to be erected there was given a couple of years ago and these will be erected employing local builders and tradesmen only, as this land and associated stable belongs to Cllr Charles Jude they will speak to the parishioner directly and in private but will keep the planning transparent for the Council and public alike.
There was a complaint about a broken fence on Sandy Lane to the rear of Millers Bar, this is the Environment Agencies fence and will be reported by the clerk.
Residents from Acacia Avenue wanted to know if the pothole filling that the local council have done is permanent or are they going to resurface the road as they were told would happen. Cllr Davie will address this and will be contacted by the clerk.

Apologies were received and accepted from Cllr Festim Doko.
23/15 Declarations of Pecuniary Interests not already registered.

23/16 To receive and approve the draft minutes of the Parish Council meetings held on 12 June 2023.
Proposed, seconded, and unanimously approved RESOLVED to adopt the draft minutes as the adopted minutes of the 12 June 2023 meeting which the Chair signed.
23/17 Chair’s Report
a) Grass Cutting & Charlie’s Folly – Cllr Robinson went to visit Charlie’s Folly and was very disappointed that this had not been cut. The grass cutter will be there next week and as per Cllr Robinson’s suggestion it will be cut on a lower setting and still leaving a foot from the fence not what appeared to be three feet on the visit. Resident Mrs R Rigby will keep us informed of progress. Nest year a new contract for grass cutting is to be done along with the LCC agreement on path cutting and the Council will be able to report if LCC are responsible for more/less paths.
b) Councillor Surgery Update – Nine members of the public visited the Councillor Surgery; these are better attended since moving to the Village Hall church coffee morning. Several complaints were made about the noise from The Vine pub in Chapel St Leonards village, the music can be heard in Buckingham Drive and beyond, it was advised to speak to the owners in the first instance and then we will follow up at the next Councillor Surgery if necessary.
c) Hub – update – the Public Meeting took place on 03 July 2023, and it was agreed that we use the Hub for the operative’s space for vehicles, equipment, and their staff room. This was proposed by Cllr C Jude, seconded by Cllr C Seabrooke, and voted unanimously; therefore, it was RESOLVED to use the Hub as Operatives space, work will begin in the winter.
23/18 Cemetery Committee
The Chair of the Cemetery Committee reported that everything was looking good after a clear up and further grass cutting. New markers are in place the make it easy to measure plots and new plaques for determining rows making it easier for relatives to find their loved ones.
23/19Administration Committee
The old E&A Committee is now called the Administration (Admin) Committee and will meet tomorrow evening with all Council members and both clerks.
23/20 Events Committee
The Chair of the Events Committee reported that Summer Family Fun weekend was all ready to go, trampolines/bungees for two days with wrestling on the Saturday and Fireworks in the evening. This promise to be a good weekend and programs of the two-day event will be available nearer the time,
Remembrance Day – the knit and natter group have made two hundred poppies so far, all going well.
Christmas – the Chair asked for ideas for the evening of the light switch on, the events committee promises this to be the best yet!

23/22 Personnel Committee
The Personnel Committee has not met and therefore has no report.
23/23 Chapel Enhancement Project
Funding is available from East Coast Funding up to £5000,00 and we will apply for our play park as the criteria is play parks/children. It is a one-off amount, and we are also considering asking for a piece of adult keep fit equipment.
23/24 Chapel St Leonards Nursery Consultation
The Council received the consultation notice relating to nursery provision for children from two years old, thereby extending their pre-school education, there were no objections to this. The Council RESOLVED to support CSL Nursery School. The Chair, Cllr P Robinson is meeting with the Head of School, Mr Shaw next week and will inform Mr Shaw of the Council’s support.
23/25 To consider new planning applications as a statutory consultee and to note Planning Authority decisions and receive updates on previous application consulted on
• N/031/00648/22 PROPOSED TELECOMMUNICATIONS APPARATUS, THE GREEN, CHAPEL ST LEONARDS – PLANNING PERMISSION - Determination of whether Prior Approval is required for the siting and appearance of the 15.0m Phase 9 slimline Monopole and associated ancillary works. Appeal
upheld and proposal DISMISSED. N/031/01891/22
• LAND ADJACENT MILLERS LEISURE CENTRE, THE ESPLANADE, CHAPEL ST LEONARDS – Planning Permission – Change of use of the land for the siting of 11no.chalets – CSL Parish Council raised concerns and objected due to concerns over the entrance to Sandy Lane and pedestrian use at the approach to the Esplanade. Amendments date for observations 28/04/2023 – Councils position remains the same and our objections will be noted. Permission granted, however, there are lots of conditions relating to noise and pets.
