The Meeting began with a minute’s silence to commemorate Cllr Paul Hibbert-Greaves who sadly passed away in October
Public Participation Session
The Session began with a presentation form Cllr Fenton covering the policies ad procedures covering public participation, Standing Orders and the Code of Conduct.
There were questions concerning the costs of the public conveniences, the leases
of Council properties in the Village. It was confirmed that there would be a presentation on the Local Plan at the next Parish meeting

Cllr Evans was proposed by Cllr Barrs, seconded by Cllr Yaxley and unanimously agreed.
Cllr Evans accepted the post.

Cllr Yaxley Proposed himself, seconded by Cllr Evans
Cllr Barrs proposed by Cllr Ward, seconded by Cllr Fenton

021/64 To receive the notes of the Parish Council meeting held on 11th October 2021
Proposed Cllr Evans, seconded Cllr Fenton and unanimously agreed that the minutes should be signed
021/65 To receive the notes of the Cemetery Meeting held 14th October 2021
It was proposed by Cllr Mrs Robinson, seconded by Cllr Yaxley and unanimously agreed that these notes should be signed as minutes.

a) To receive the Schedules of accounts for 1st September to 31st October 2021 which have been checked by Cllr Yaxley a Member of the Finance Committee.

The consultation does not include any Chapel Schools, therefore no action
d) E Mail from The Resident Association Treasurer
The Chapel St Leonards Logo was discussed, the neighbourhood managements association applied for the funds develop the sign, and the it was designed by local school children. The Parish Council are the custodians of the sign. There are no objections to the resident association using it as their logo.

LCC – Not Present
ELDC – Cllr Williams Updated the Council on current Enforcements taking place, the merging of |East Lindsey, Boston & South Holland.
Cllr Williams also advised that the local medial practice has now received a judgement of Good, and can now accept new patients.

The draft Policy had been circulated to all Councilors before the meeting. It was unanimously agreed to adopt the policy, the Clerk is to send it to the Secretary of the Residents Association

a) It was agreed to renew the lease of the Pullover kiosk at a cost of £4500.00 pa.
b) it was also agreed to offer the lease on the old Parish Council Office at £7000.00 pa.
