21/033 Finance
a) Auditor’s report received from PFK Accountants
“On the basis of our review of the Annual Governance and Accountability Return, in our opinion (AGAR) the information in Sections 1 & 2 of the AGAR is accordance with Proper Practices and no matters have come to our attention giving cause for concern that reliant legislation and regulatory requirements have not been met”

a) LCC Regeneration – the North Sea Observatory
A reply has been received, LCC is still investigating their drainage system
b) LCC Highways – Proposed waiting restrictions – Sea Bank Road
these restrictions were discussed and it was agreed that the Council would make the following comments
Blue section - 3 hours disabled parking - the Council do not see any need for this
Red Section on the Esplanade - the Council feels that this should be a seasonal ban only, as it is close to the chemists and the shops, and some of our more elderly residents use this area to access the shops.

21/035 Report from LCC & ELDC Councillors.
Cllr Davie gave updates on the following – COVID possible restrictions, shortage of staff in the care sector and hospitality sector.
21/036 The Ancaster Office
The Clerk advised the Council that due to the covenants on the office, it can only be used as an office, unless the Council approach East Lindsey to break the covenant, and this would be costly,
At the moment the Council has someone interested in leasing it as an office.

21/041 The Hub update – Cllr Hibbert-Greaves
Building Regulations have now been passed, the Council is now in the position to put the plans out to tender, however the Architect has advised that as
The building trade has not yet returned to normal it will be difficult to find a suitable tender.
It was proposed by Cllr Hibbert-Greaves, seconded by Cllr Barrs and unanimously agreed that the Architect should go ahead with the tender process.
