CHAPEL ST LEONARDS COUNCIL

                             MINUTES OF THE PARISH COUNCIL MEETING

     7 pm on the 8th February 2021, held by way of a Virtual Zoom Meeting

Present:

Cllr Hibbert-Greaves introduced Mrs P Robinson who has been co-opted to the Council, and confirmed that her Acceptance of Office had been signed in the presence of the Clerk.

 

The meeting began with a presentation by Cllr Sid Dennis the Chairman of Designation BID

This was followed by a 5-minute Public Participation Session

19/239 Declarations of Pecuniary Interests not already registered

19/240 to receive the notes of the meeting of the Council held on 11th January 2021.

              Proposed by Cllr Hibbert-Greaves, seconded by Cllr Yaxley & unanimously agreed that the

              minutes should be signed.

19/241 to receive the notes of the Personnel COMMITTEE HELD on 12th January 2021.

              Proposed by Cllr Barrs, seconded by Cllr Yaxley & unanimously agreed that the

              minutes should be signed.

19/242 To receive the Schedules of accounts for 1st to 31st January 2021 which have been checked by Cllr Mrs King a member of the Finance Committee.

              Cllr Hibbert-Greaves proposed, seconded Cllr Evans and unanimously agreed that these accounts

              were accepted.

19/243 Report from LCC & ELDC Councillors

              LCC – Cllr Davie gave an update on the pandemic, the Green Matters Plan, and the Carbon

              footprint reduction.

              He also advised everyone that the Huttoft development is on target and will be handed over in March.

              The Coastal Country Parks parking charges will come into effect from May.  There will be no ticket machines,

              and the payments will be made via phone – this will be well advertised.   There will also be an enforcement

             Officer in  attendance.

              Cllr Davie then left the meeting.

              ELDC – Cllr Hibbert-Greaves mentioned the ongoing problems with dog faeces within the village, and

              stressed that this was a community problem that should be reported to East Lindsey.

              He also mentioned the problems that the Parish Council are having with sand removal,

              and confirmed that the Parish Council are in contact with the Environment Agency.

              He also advised that East Lindsey are mostly involved with the constant changes due to the pandemic.

              Letter from Lives requesting financial support – sent to Councillors before the meeting

              This was discussed, it was proposed by Cllr Hibbert-Greaves, seconded by Cllr Mrs Hamilton, and March 8th

              and unanimously agreed that a donation of £100 should be made.

S031/2070/91 for the erection of 2no. holiday cottages, granted 30th January, 1992).

A short discussion then took place concerning the ways that Parish Councils respond to Planning applications, Cllr Hibbert-Greaves advised that objections should have a valid planning

reason, and the Core Strategy should be used.  Councillors are welcome to contact him direct for further information.

19/246 Request from the manager at Seascape to open the Chapel Point toilets in the February half term 13th to 21st February 2021.

              It was felt that with COVID regulations still in place, there would not be a major footfall over the holiday to

              warrant the toilets to be re-opened.

              It was also agreed that they could freeze up, causing burst pipes.

              It was unanimously agreed that the Chapel Point toilets would not open for half term – the Clerk

              will advise the Manager of Seascape accordingly.             

19/247 Agenda items for the next meeting should be sent to the Clerk, to ensure they are discussed before the

                 next meeting.
