Chair’s Welcome
There will be a 15-minute maximum Public Participation Session at this meeting. Members of the public may have up to 3 minutes each to raise issues. Members of the public may not speak or interject during the Parish Council Meeting once it starts unless permission is granted by the Chair and by resolution of the Parish Council. The Chair will invite County and District Councillors to make a statement or bring items to the attention of the Parish Council prior to the start of the formal agenda.

1. Apologies for Absence
To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.
2. To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
3. To receive and approve the draft minutes of the Parish Council meeting held on 12 June 2023.
4. Chair’s Report –
a) Grass cutting & Charlie’s Folly – update on grass cutting around the village and Charlie’s Folly.
b) Councillor Surgery update.
c) Hub – update following the meeting on Monday 03 July 2023.
5. Cemetery Committee – to receive notes of the meetings and to consider any recommendations.
6. Admin Committee - to receive notes of the meetings and to consider any recommendations.
7. Events Committee – to receive an update from recent meetings.
8. AGAR – accounting statement & AGAR for 2022/23 to be RESOLVED accepted and to be signed.
9. Finance Committee – to receive any updates from the Finance Committee meeting held on 04/07/2023.
a) To authorise the signing of orders for payment and note the income for July 2023.
10. Personnel Committee – To receive any updates.
11. Chapel Enhancement Project – Chair to discuss projects and funding.
12. Chapel St Leonards Nursery Consultation – to receive the consultation notice relating to nursery provision for children from two years old thereby extending their pre-school education.
13. Planning – To consider new planning applications as a statutory consultee and to note Planning Authority decisions and receive updates on previous applications consulted on –
N/031/00648/22 PROPOSED TELECOMMUNICATIONS APPARATUS, THE GREEN, CHAPEL ST LEONARDS – PLANNING PERMISSION - Determination of whether or not Prior Approval is required for the siting and appearance of the 15.0m Phase 9 slimline Monopole and associated ancillary works. Appeal. Update only.
N/031/01891/22 LAND ADJACENT MILLERS LEISURE CENTRE, THE ESPLANADE, CHAPEL ST LEONARDS – Planning Permission – Change of use of the land for the siting of 11no.chalets – CSL Parish Council raised concerns and objected due to concerns over the entrance to Sandy Lane and pedestrian use at the approach to the Esplanade. Amendments date for observations 28/04/2023. Update only.
