MINUTES OF THE PERSONNEL COMMITTEE

Thursday 23 November 2023 at 10:00am at Chapel St Leonards Church Hall, Church Lane, PE24 5QW.


 

Present: Cllr P Robinson, Cllr C Jude, Cllr R Christie-Smith, Cllr C Seabrooke

Absent: None

Parish Clerk: A Maynard

PC1/09-23 To Elect a Chair for the Personnel Committee for the municipal year 2023/24.

Cllr C Jude was proposed by Cllr R Christie-Smith and seconded by Cllr P Robinson and accepted.

PC1/10-23 Apologies for Absence

None

PC2/11-23 Declarations of Interest

None

PC2/12-23 To receive and approve the draft minutes of the Personnel Committee held on Thursday 20 April 2023.

The minutes of the 20 April 2023 were unanimously approved and signed by the Chair.

PC3/13-23 To resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the confidential nature of the business to be discussed in relation to the following matters: -

  1. Office hours.

It was RESOLVED that the hours remain the same.

  1. Clerk and Deputy Clerk hours for Winter.

It was RESOLVED that the hours remain the same for the Winter and any request be formally requested in writing.

  1. To RESOLVE to acknowledge the NJC Salary increase.

This item was not to RESOLVE but to acknowledge the NJC Salary increase, the Committee was not happy with the increase siting that the staff were overpaid.

  1. To receive and RESOLVE the gardener’s hours and start time in the coming year.

It was RESOLVED that the gardener starts in March on two days per week of choice and then continues contracted hours from April.


 

  1. To note the Clerk’s yearly appraisal.

It was RESOLVED that the Clerk’s yearly appraisal take place 11 December 2023

  1. To discuss and RESOLVE study leave for the Clerk.

It was RESOLVED that the Clerk takes Study Leave for 4hours per week on a Wednesday when the Deputy Clerk is in the office.

  1. To note when the Clerk will carry out staff appraisal for the operatives.

It was noted that the Clerk would carry out the operative’s appraisals.

  1. To RESOLVE to pay the Clerk and Deputy Clerk increments.

The Committee agreed that any increments be discussed at appraisals.

  1. To discuss in-house extra work for operatives.

This item was discussed and will be further discussed at individual appraisals.

  1. To discuss staff/operative training.

It was RESOLVED that staff/operatives complete any training relevant to their job. It was RESOLVED to refuse the Handyman’s electrical training as it was too expensive and no benefit to the Council.

  1. To discuss confidential items relating to staff.

There were no items to discuss.
